    No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:
    For appointment to the Assistant Office Services Manager position, you must have:
    Six years of experience, including two at a supervisory level, in at least two of the following office services: property or space management, warehouse and inventory operations, purchasing, fleet or parking management, telecommunications, mail room operations, printing, or records management and retention.
    Substitution: A bachelor’s or higher degree may substitute for four years of the non-supervisory experience. An associate’s degree may substitute for two years of the non-supervisory experience.

    Competitive Minimum Qualifications:
    You must be currently reachable on the appropriate eligible list for this title, eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law, or eligible through the 55 b/c program.

    Transfer:
    For 52.6 and/or 70.1 transfer to an Assistant Office Services Manager, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above.

    Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

    55-b/c:

    Duties Description
    • Space Planning & Lease Compliance
    o Meet with agency customers to determine space requirements, ensuring that space designs and furniture modifications reflect customer needs, and conform to Office of General Services (OGS) space allocation guidelines, OSHA standards, and Building class standards.
    o Coordinate electrical and data network changes, and staff moves.
    o Plan and coordinate space allocation materials including new construction and renovations.
    o Act as liaison with OGS, landlords, contractors, and vendors for the negotiation and approval of design specifications.
    o Coordinate the delivery, installation and movement of office furniture, files, and other workstation equipment.
    o Prepare, submit, and manage tenant alteration requests.
    o Review and analyze lease agreements when alterations and/or issues arise.
    o These activities may include occasional travel to OSC leased locations throughout NYS.
    • Miscellaneous Agency Support
    o Miscellaneous duties include but are not limited to Health and Safety Committee participation and support, Tenant Safety Organization (TSO) responsibilities for arranging and participating in semi-annual fire drills and response during live alarms. Also, participation on various Division teams will be expected.

    Telecommuting:
    The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
