    CONSULTANT ROLES AND RESPONSIBILITIES

    Senior Project Manager

    Provide project management leadership and direction.

    Designs or conducts analytical studies, feasibility studies, cost-benefit analyses, or other research; evaluates, monitors, or ensures compliance with laws, regulations, policies, standards, or procedures.

    Manage and develop status reports, gap analyses, risk analyses and mitigation recommendations, schedules, change control and quality assurance documents

    Facilitate meetings, manage team dynamics, resolve conflicts, and conduct stakeholder communications.

    Act as a senior advisor to the Lottery on project related matters.

    Collaborate with the Lottery and its designees to achieve desired results.

    Lead medium to large complex project efforts.

    Develop accurate, comprehensive project management deliverables using Microsoft Word, Excel, PowerPoint, Outlook, Visio, and Project.

    Demonstrate strong interpersonal, oral, and written communication skills including telephone and presentation skills.

    Strong information technology knowledge.

    Demonstrate expertise developing Waterfall and Agile project plans.

    Work a flexible schedule when needed which may include evenings and weekends.

    CONSULTANT TASKS AND DELIVERABLES

    The following represent generic/high-level activities, tasks, and deliverables that a consultant in each classification may be expected to perform. Detailed/specific activities and tasks shall be identified in each approved Task Order Authorization and shall be performed in accordance with applicable Lottery standards and conventions. High-level activities, tasks, and deliverables include, but are not limited to, the following:

    SENIOR PROJECT MANAGER

    Activities and Tasks Performed:

    Direct, lead, manage and track all aspects of the engagement.

    Work closely with the Lottery project director to define work scope and deliverables.

    Ensure project and contract deliverables are met within resource estimates.

    Ensure good working relationships within team and with the Lottery technical and business contacts.

    Identify and resolve project issues.

    Conduct research and develop reports as requested.

    Develop estimates for Task Orders.

    Track and report on project progress.

    Conduct scheduled and ad-hoc project communications at all levels.

    Coordinate project work of consultants with the Lottery staff.

    Develop and conduct monthly and as requested project briefings.

    Develop and maintain detailed WBS and Project Schedule.

    Develop, maintain, and execute project management plans (risk and issue management, etc.).

    Project and contract-defined deliverables.

    Monthly project and ad hoc briefings.

    Weekly status meetings with updated agendas, minutes, and action items.

    Weekly updates to risk and issue tracking logs, WBS, etc.

    Scheduled and ad hoc project reports.

    Activities and Tasks Performed:

    Team Building and leadership.

    Estimate task resource requirements and completion estimates.

    Develop project and contract deliverables within resource estimates.

    Track project and contract deliverable progress.

    Develop monthly project reports.

    Develop ad hoc reports.

    Develop and conduct project briefings as requested.

    Maintain detailed WBS and Project Schedule.
