  • Duties

    • Advise managers about appropriate disciplinary or other corrective techniques responsive to a range of conduct and performance problems.
    • Explain rules and procedures to employees and management to help them understand rights and obligations.
    • Develop or assist in developing written policy and guidelines for use by local management in such matters as developing individual employee appraisal plans, completing appraisal forms, reappraising employees, and providing counseling and training.
    • Conduct extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance.
    • Conduct studies to develop management interests and respond to union interests at the bargaining table.
    • Represent management in unfair labor practice and representation hearings before the Federal Labor Relations Authority and in impasse proceedings before the Federal Services Impasses Panel.
    • Serve as spokesperson of a management negotiating committee involved in contract, midterm, or appropriate arrangement negotiations, as required.
    • Serve as principal point of contact on labor-management matters of overall concern to established bargaining units at the local level.

    In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

    Specialized Experience: One year of specialized experience which includes 1) utilizing civilian human resource laws, regulations, policies, and procedures to conduct research and assist in resolving management-employee relation (ER) issues or labor relation (LR) issues; 2) advising managers on various ER or LR topics, such as corrective/disciplinary techniques, conflict resolution, performance management, leave administration, and/or union grievance procedures; and 3) utilizing office automation software to draft written ER or LR documents, such as removals, suspensions, responses to complaints, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
