    BRIEF POSITION SUMMARY

    Performs highly complex (senior-level) budget preparation and analysis work for the Texas Air National Guard (TXARNG) - Lackland. Work involves planning, organizing, coordinating and evaluating budgetary activities to include examining, reviewing, and analyzing budgets and financial data; preparing and revising operating budgets and appropriation requests; and providing technical advice and assistance on budgetary matters. Responsible for preparing and analyzing operating budgets, appropriation requests, performance measures, compiling statistics and providing forecasting and assistance on budgetary matters. Reports to the Facility Manager and works under limited supervision with considerable latitude for the use of initiative and independent judgment.

    WORK HOURS: Tuesday-Friday, 10 Hours a day, 40 Hours a week

    ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

    • Prepares, analyzes, forecasts, and monitors project and program operating budgets; and performs related financial and reconciliation functions.
    • Prepares financial statements, reports, schedules, and exhibits; prepares and/or processes general journal entries; and prepares and/or processes payment, cash, purchase, travel, and related vouchers.
    • Prepares legislative appropriations requests, fiscal notes, analyses of legislation, requests for federal funding and agency budget instructions.
    • Performs forecasting activities utilizing trend analysis and other forecasting methodologies.
    • Provides advice and assistance, ways to better utilize funds and staff, improvement in management accountability, and efficient means to reach program objectives.
    • Advises on areas in which action may be required to stay within budget.
    • Examines operating budgets to determine whether funds have been appropriately allocated based on classification of costs and appropriation authority.
    • Assists in developing and implementing TXANG Lackland’s budgetary policies and procedures, as well as the development and improvement of budget processes/systems.
    • Recommends adjustments to methods and procedures to comply with TMD and Air Force policies, regulations, instructions and or other applicable publications.
    • Analyzes internal processes and recommends procedural or policy changes to improve operations.
    • Assists in the analysis of expenditure patterns and cost drivers, and in making recommendations on the use of funds.
    • Assists in interpreting and ensuring compliance with applicable federal, state, and local laws, rules, and regulations.
    • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
    • May occasionally work evenings, weekends, or holidays.
    • Performs related tasks as assigned.
    Qualifications


    MINIMIUM QUALIFICATIONS

    EDUCATION:

    • Graduation from an accredited four-year college or university is required. (Substitution allowed)

    PREFERRED EDUCATION:

    • Graduation from an accredited four-year college or university with major coursework in accounting, finance, business, public administration, or a related field is preferred.

    SUBSTITUTION:

    • Additional years of full-time work experience in accounting budget preparation and analysis and/or performance measurement report work may substitute for required education on a year-per-year basis.

    EXPERIENCE:

    • Four years of experience in accounting, auditing, finance, budget preparation and analysis, or a related financial discipline is required.
    • Experience using Microsoft Office applications to include Word, Excel and PowerPoint is required.

    PREFERRED EXPERIENCE:

    • Experience using Uniform Statewide Accounting System (USAS) is preferred.
    • Experience using (Centralized Accounting and Payroll/Personnel System (CAPPS) is preferred.

    REGISTRATION, CERTIFICATION OR LICENSURE:

    • Valid driver's license is required within the first 30 days of employment. Satisfactory driving records are required for operating state or personal vehicles to conduct agency business.

    OTHER REQUIREMENTS:

    • Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
    • The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

    KNOWLEDGE, SKILLS AND ABILITIES


    Knowledge of:

    • state and federal laws and regulations relevant to governmental budgeting, accounting, and fiscal management procedures;
    • financial administration, budgetary control, fiscal accounting, General Appropriations Act guidelines and state restrictions governing the allocation and expenditure of funds;
    • accounting and budgeting techniques, principles, and practices;
    • generally accepted accounting principles and budget practices and procedures;
    • agency programs, policies, and procedures;
    • forecasting methodologies; and
    • performance measurement and reporting.

    Skill in:

    • handling multiple tasks, prioritizing, and meeting deadlines;
    • developing measures of performance and measures of effectiveness;
    • using a computer for word-processing, data entry/retrieval, and spreadsheet software, with proficiency in Microsoft Word and Excel; and
    • analyzing financial data.

    Ability to:

    • devise solutions to budget related issues;
    • gather, assemble, correlate, and analyze fiscal information;
    • develop and evaluate policies and procedures; prepare complex and concise reports within required timeline;
    • interpret policies, procedures, and regulation;
    • maintain appropriate communication with senior leadership;
    • work well independently and as a member of a team;
    • work weekends, holidays, and additional hours, as needed;
    • analyze financial records and reports;
    • communicate effectively; and
    • establish effective working relationships with internal staff and customers.

    PHYSICAL/WORKING CONDITIONS

    Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. Work requires extensive use of a personal computer and telephone. Position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds. Requires the ability to travel up to approximately 5% of the time.
