    Range: CL-43: $5,698 (Step A) or $6,026 (Step B)

    Job Description

    SUMMARY:

    Under the direction of an assigned supervisor, independently plan, organize, coordinate and supervise budget accounting functions on specific programs, and reports essential to business operations; maintain knowledge of current legal requirements, including federal, state and local laws, codes and legislation.

    ESSENTIAL FUNCTIONS:

    Provide information regarding budget expenditure amounts and year-end projections to District and college administrative staff.

    Perform expenditure analysis to monitor compliance with legal requirements and budget control.

    Perform analysis of categorical funds as appropriate.

    Provide budget performance reports.

    Provide budgeting models as required to support site funding allocations.

    Assist in the development and administration of the site budgets; compile budget projections for the tentative and final budgets; and analyze site or department budgets.

    Develop a controlled budget strategy for program needs to include intermediate and long-range projections for resources and appropriations.

    Provide technical leadership and analytical support to administrators and program and grant managers regarding budget development issues for various programs; interpret policy and procedures; analyze new legislation which affects the financial status of the District and/or college.

    Provide support to restricted funds budget managers regarding budget preparation, budget revisions, monitoring of fiscal guidelines, reports, and analysis. Provide other day-to-day support to campus constituencies as needed.

    Assure integrity and accuracy in the recording of fixed assets financial data through interaction with various departments.

    Analyze and compile financial data for special projects and studies and prepare required reports.

    Meet with administrator on a regular basis to plan, develop, and implement effective programs and support services for special projects; maintain direct contact with administrators and support staff regarding budget preparation, implementation, and control.

    Develop accounting and budget data for reporting to various federal, state, and county agencies.

    Provide grant proposal budget analysis and analytical support to grants and contracts functions as assigned.

    SECONDARY FUNCTIONS:

    Assist the administrator in the preparation process and development of the budget.

    May prepare financial data and process and report all appropriate information for capital outlay projects funded through Certificate of Participation.

    Review and recommend improvements to campus business processes and methods to streamline procedures.

    Serve on committees as directed.

    Analyze and prepare reports of confidential information.

    Provide training, direction, and technical support to clerical staff as assigned.

    Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.

    Maintain currency of qualifications for area of assignment.

    Perform related duties as assigned.

    KNOWLEDGE AND ABILITIES:

    KNOWLEDGE OF:
    • Principles, practices, terminology, and organization structure used in accounting, auditing and financial work.
    • Computer information systems concepts and software programs, operations, capabilities and applications in accounting, budget development, and financial management.
    • Report writing techniques.

    ABILITY TO:
    • Independently perform studies, analyze complex financial and statistical data, and develop summary conclusions and recommendations for administrative action.
    • Interpret, apply, and explain laws, regulations, policies, and practices pertaining to community college accounting, budgeting and financial matters.
    • Establish accounting control mechanisms to capture transaction details for grants, categorical programs, and other restrictive revenue activities.
    • Summarize fiscal data into simple and easy to understand summaries for communication to various campus constituency groups.
    • Train and provide work direction; assign and review the work of others.
    • Establish and maintain cooperative and effective working relationships with others.
    • Communicate effectively both orally and in writing.
    • Work independently with little direction; plan and organize work to meet schedules and timelines.

    EDUCATION:

    Bachelor's degree or equivalent from an accredited college or university with a major in business, accounting, public administration, finance or related field.

    EXPERIENCE:

    Increasingly responsible accounting or fiscal experience including the preparation and analysis of fiscal and budget data, preferably with demonstrated computer and technical skills.

    LICENSES AND OTHER REQUIREMENTS:

    Valid California driver's license.

    WORKING CONDITIONS:

    Office environment; subject to constant interruptions and frequent interaction with other college and district staff.
