    The Student Union, Inc. is 501(c)(3) nonprofit auxiliary that maintains three major facilities at San José State University in downtown San José, California. These facilities include the Diaz Compean Student Union Building, the Provident Credit Union Event Center, and the Spartan Recreation and Aquatic Center. The Student Union, Inc. functions as part of the Student Affairs Division on campus, and is governed by a Board of Directors made up of a student majority, faculty, and administrators.

    Job Summary
    The Budget Analyst is responsible for budget analyst reviews, and processes all annual and mid-year budget requests and budget relines for departments and Instructional Related Activity (IRA) groups; regularly review actual spending against budget and provide financial projections based on the analysis. The budget analyst may provide training to department account holders, students and IRA groups on various tasks assigned him/her and assist with providing guidance on prudent budget management and assist in supporting the creation of various policies that reinforce sound internal controls and may provide work direction to other professionals and/or technical staff. The position reports to, and receives general supervision and direction from the Director of Accounting and Finance.

    Essential Functions and Tasks

    • Review, analyze, and develop recommendations on budgetary and related fiscal affairs of an assigned area.
    • Analyze budget requests and perform continuous budgetary control of revenue and appropriations.
    • Review balance sheet items to evaluate financial resources available and impact on budgetary program.
    • Prepare monthly and year-end closing journal entries, including system-wide transactions.
    • Perform cash flow modeling.
    • Manage fund balances, enterprise budgeting and reconciliations.
    • Provide information and instructions to management and employees of the Student Union concerning specific phases of budget and financial procedures.
    • Prepare related ad-hoc reports.
    • Combine program and department budgets into a consolidated organizational budget.
    • Attend regularly scheduled staff meetings, training days, and workshops.
    • Work with the Associate Director of Accounting and Finance and his assignee to establish budget deadlines and communicate them to the appropriate groups.
    • Assemble and compile data used in preparation for financial reporting and/or analysis
    • Regularly monitor spending and receiving of funds against budget and provide timely update and projection to the Associate Director of Accounting and Finance.
    • Keep track of mid-year budget requests and approved allocation, and monitor the balance of reserve accounts.
    • Develop and participate in budget trainings and documentations.
    • Prepare assorted disbursement requests for the department.
    • Supervise, train and provide guidance and constructive feedback to student staff
    • Perform other duties as assigned.

    Knowledge, Skills and Abilities (KSAs)

    • Working knowledge of the principles and practices of public finance, administrative, personnel fiscal management and cash-flow management.
    • Ability to communicate clear and concise analytical comments, both orally and in writing.
    • Ability to analyze and interpret accounting data, prepare clear, accurate financial statements and reports
    • Problem-solving techniques in finding solutions to complex financial problems
    • Ability to understand and apply applicable rules, regulations, policies, and principles
    • Ability to identify trends, irregularities, resolve difficult and unusual problems
    • Ability to review financial documents for accuracy, completeness, validity, and adherence to stands
    • Ability to interact effectively and frequently with customers, students, campus community members, vendors and the general public
    • Advanced proficiency with Microsoft Word and Excel, web browsers, query tools, integrated financial systems and/or other types of records management systems.
    • Ability to define problem areas, collect data, perform preliminary analyses and make appropriate recommendations.
    • Excellent customer service, ability to manage conflicts, and create an inclusive environment.
    • Effective verbal and written communication skills.

    Physical Demands and Work Environment

    • The position works in a wide variety of environments including both a typical office.
    • The physical demands of this position are described below
    • Sitting, walking, twisting, bending, climbing, pulling, pushing, squatting, crawling, kneeling, balancing, reaching, and coordination (eye, hand, foot).
    • Stand and/or view a computer screen for an extended period of time (6 to 8 hrs).
    • Fall (Slip, Trip) Conditions that result in falls (impacts) from height or traditional walking and playing surfaces.
    • Lifting and carrying, occasionally 10-25lbs
    • Hearing and speaking to exchange information in person or on the telephone
    • Dexterity of hands, fingers, and wrist to operate a computer keyboard and calculator
    • In general, the position works a schedule based on business needs 9 a.m. - 5 p.m., Monday - Friday, may work evenings, weekends and holidays as required.

    Minimum Qualifications

    • A Bachelor’s degree in accounting, business administration, finance or a closely related field preferred and/or a combination of education and experience which provides the required knowledge and abilities.
    • Three years of progressively responsible professional experience in analyzing data including one year involving duties such as preparation, justification and analysis or the control and administration of a budget or budgetary process.
    • Within the first month, all new employees are required to complete the following online training sessions through CSULearn, the University's employee training platform. Employees will be enrolled in the training soon after their appointment is processed and will be notified via email from CSULearn@sjsu.edu.
    • CSU - Injury and Illness Prevention Program - one time course
    • CSU - Preventing Discrimination and Harassment for Non-Supervisors – required every two years
    • CSU - Sexual Misconduct Prevention Program (Title IX) - required every year
    • Data Security and FERPA - required every two years
    • Hazard Communication Cal/OSHA - one time course
    • SJSU COVID-19 Health and Safety Protocols Training - one time course

    Preferred Qualifications

    • Master’s degree in Recreation, Sports Management, or a related field or equivalent combination of education and/or work experience.
    • 4-5 years of supervisory experience, preferably in a college/university setting; or a minimum of three (3) years of progressively responsible supervisory experience.
    • Thorough knowledge of financial, budgetary, GASB and generally accepted accounting principles practices.
    • Experience in a large, non-profit corporation.
    • Involvement in professional societies and organizations.

    Background Check and Fingerprinting
    Student Union employees are required to undergo and completed a successful background check that includes verification of employment and education, as well as a check of criminal records for employment.
