POSITION PURPOSE: Reporting to the Director of Budget and Procurement, the Budget Analyst manages and maintains budgetary and financial records of the General Fund budget for Beaufort County School District. This includes performing analysis of historical and current operational data, forecasting and monitoring of future revenues and expenditures used for budgetary inputs for preparation of the annual budget. Additionally, the Budget Analyst will provide budget and general ledger support to schools and District departments to ensure accurate and timely financial information is available for use in current and future financial decisions.
ESSENTIAL FUNCTIONS:
- Assists the Superintendent, Chief Financial Officer, and Director of Budget and Procurement in developing the annual General Fund operating, debt, and capital project budgets as well as management of revenue to align with the Board of Education’s goals and policies
- Develops documents and schedules used to support the budget planning and development process. Participates in budget preparation, including data collection and performing prior-year analysis. Prepares salary and benefits projections to assist with the budget planning process. Prepares, proofs, and enters budget data into financial system
- Applies principles of accounting to analyze past and present financial operations and estimates future revenues and expenditures during the budget development process.
- Reviews annual budget request and evaluates merit of requests
- Prepares documentation to support the District’s budget request to budget stakeholders including but not limited to, schedules, narratives, memoranda, and ordinances
- Monitors the administration of the annual budget and works with Finance leadership and affected schools or departments to resolve budgetary issues
- Monitors school and departmental budgets for spending and provides expertise regarding facilitating and preparing budget transfers. Reviews transfers for compliance with Board policies, accuracy and available spending
- Utilizes financial software to establish account, troubleshoot issues, create and maintain reports, and serve as the budget liaison for new software upgrades. This position will be the first point of contact for schools and departments to assist and resolve budget and account code errors.
- Prepares and maintains periodic statistical and trend analysis that provides relevant information for decision-making purposes in addition to special financial reports as requested by leadership.
- Collaborates with Human Resources in maintaining the process for position control at all locations and enters allocations in financial software system for personnel changes throughout the year. Maintain records of all approvals and backup documentation.
- Provides support and reporting for annual budget, quarterly reports, annual audit and preparation of Annual Comprehensive Financial Report (ACFR)
- Other analysis and reporting at the request of leadership
ADDITIONAL DUTIES: Performs other related tasks as assigned by the Director of Budget & Procurement, Financial Services Officer, Chief Financial Officer, Superintendent or another district office administrator as designated by the Superintendent.
QUALIFICATIONS:
- Bachelor's Degree in Business, Finance or Accounting from an accredited educational institution or equivalent experience in Finance and/or Accounting.
EXPERIENCE:
- Ability to present technical information in a clear and understandable way
- Ability to prepare budget drafts for complex contract and grant proposals
- Ability to analyze financial data and budget trends
- Sound knowledge of generally accepted accounting principles
- Proficient in using automated financial systems, MS Excel, PowerPoint, Crystal Reporting and Microsoft Access
- Excellent analytical skills and strong attention to detail
- Excellent communication skills (verbal and written) and organizational skills
- Ability to respond to common inquiries or complaints from regulatory agencies or management
- Ability to effectively present information to top management
