Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Summary                                                                                                                                           

    Under general direction, the Assistant Director of Budget and Payroll assists the Chief Budget Officer in managing and overseeing the budgeting and payroll functions of Hays County.  The work involves treating a variety of problems, questions, or situations in conformance with established criteria as well as establishing internal policies and procedures.  Work also involves planning, organizing, directing, and performing a wide variety of professional budget and payroll activities in compliance with the principals and procedures of public budgeting and payroll processing. The Assistant Director of Budget and Payroll assists the Chief Budget Officer with administrative and managerial duties as assigned.  This position affects the economic well-being of Hays County.

    Responsibilities                                                                                            
    • Supervises and advises all budget and payroll personnel within the County Budget and Payroll office.
    • Assists in the planning and direction of the county’s annual budget process including reviewing departmental requests, participating in the development of long-range plans, and assisting in the preparation of annual recommended budgets.
    • Tracks and monitors all county departmental spending and provides expert advice, guidance, and recommendations and responds to inquiries internally and externally.
    • Assists in determining financial impacts of new programs, cost savings measures, budget amendments and transfers.
    • Assists in conducting analytical studies such as trend analysis, break-even analysis, performance measurement, return on investment analysis, cost-benefit analysis, and expenditure/revenue analysis utilizing expertise in financial and budgetary areas and prepares and presents oral and written reports on findings and recommendations for improvements.
    • Prepares fund analysis and fund summaries of all county funds, reviews revenue estimates and tax rate revenue calculations, and monitors county spending to ensure compliance with on-going policies and procedures.
    • Assists in the development of budget, payroll, and timekeeping policies and procedures and security systems.
    • Prepares, distributes, and maintains all budget and payroll documentation and records.
    • Researches and evaluates county departmental staffing needs, technology requirements, vehicle requests, and patterns of material usage.
    • Oversees the processing of all payrolls and timekeeping actions, and payroll liability reconciliations.
    • Consults and advises county department heads, officials, supervisors and employees regarding labor laws, timekeeping, and payroll matters, and remains abreast of payroll and employment laws and ensures compliance.
    • Works closely with the Auditor’s and Human Resources’ departments to assist in payroll reconciliations, questions, and information.
    • Assists internal auditors, outside auditors, federal auditors, and state auditors during the audit process by providing payroll and budget to actual data, and other financial reports as required.
    • Assists the Department of Labor with examinations.
    • Practices a high level of confidentiality.

    • Bachelor’s degree in accounting, finance, or closely related area.  
    Seven years’ experience in the areas of governmental accounting, auditing, budgeting, payroll administration with four years of supervisory experienceOther Qualifications, Certificates, Licenses, Registrations

    Ability to maintain continuing education requirements for the State of Texas
