    Major Duties:

    Monitors the execution of the multiple program operating budgets to assure that funds are properly allocated, obligated and spent in a timely and effective manner to support program goals and objectives. Monitors and tracks obligations and expenditures for assigned functions throughout the fiscal year. Incumbent will verify that obligations and expenditures occur in a timely manner.

    Provides financial advice and performs financial analysis work for internal agency operating programs, in direct support of the mission or objectives of VA Office of Rural Health (ORH) and VA Office of Research and Development (ORD) and VHA Primary Care Analytics Team (PCAT). Examples of such programs include education, research, operations, maintenance, and travel.

    Provides estimates of salary costs and prepares working documents, controls, and analyses to be used in various reporting documents to VA ORH and other VA program offices. This process includes correlating information about present and future programs and activities. Work requires detailed analysis to provide recommendations regarding cost and benefits of alternative methods of budget administration and operation. Prepares standard operating procedures and guidelines on budget procedures. Gives assistance to multiple program leadership on budget execution, use of funds, and interprets standard budget procedures, practices, and regulations to the other staff.

    Work Schedule: Monday - Friday, 8am until 4:30pm

    Qualifications

    SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped you with the knowledge, skills, and abilities necessary to perform the duties of a Budget Analyst. Specialized experience includes: Skill in applying budget-related laws, regulations, policies, precedents, methods, and techniques in order to ensure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives; maintaining a budget and performing a variety of complex budget duties such as development of budget estimates and justifications, tracking obligations and expenditures, ensuring fund availability, transferring funds and balancing control points. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR-
    EDUCATION: I possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree.
