Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     JOB SUMMARY

    This position typically provides coordination, preparation and execution of the County budget and the Capital Improvement budget; reports on variances between budgeted and actual revenues and expenses as well as capital projects reporting; and other special projects; and deals courteously and effectively with fellow employees and citizens.


    ESSENTIAL JOB FUNCTIONS:

    • Informs department managers of due dates for the submission of budget information and acts as an advisor to department managers in formulating their submissions.
    • Provides annual and periodic budget training to department personnel
    • Reviews budget submissions for accuracy and completeness.
    • Employs cost-benefit analysis to review financial requests, assess program tradeoffs and explore alternative funding methods.
    • Coordinates with the Assessor, Treasurer and Auditor to develop revenue and tax forecasts
    • Estimates future financial needs and efficiently allocates limited resources.
    • Prepares financial statements, business activity reports, financial position forecasts, annual budgets or reports required by regulatory agencies.
    • Attend and provide presentations at council work sessions and council meetings
    • Prepare charts and financial analyses as required
    • Monitors all budget amendments and manages budget transfer workflow and approvals
    • Assists grant personnel with grants and other special revenue fund budgets
    • Examines capital budget requests and issues recommendations.
    • Coordinates capital budgeting approvals.
    • Creates a consolidated budget version for management approval.
    • Prepares budgets for personnel operations.
    • Compares actual to budgeted results monthly and report on significant variances.
    • Monitors project revenues and expenses and produces reports for upper level management.
    • Develops, maintains and implements budgeting policies and procedures.
    • Works with Departments to establish a system of measurable Key Performance Indicators (KPIs) for inclusion within the annual budget publication
    • Develops and maintains multi-year capital projects formulation
    • Develops and maintains 5-year capital improvement plan
    • Performs other duties as assigned.

    MINIMUM REQUIREMENTS TO PERFORM WORK:

    • Bachelor's Degree in Accounting, Finance or closely related field;
    • Five (5) years of related accounting/finance experience required;
    • or an equivalent combination of education and experience

    Special Requirements:

    • Departmental testing may be administered during interview;
    • A criminal background check will be completed on selected applicant if a current one (less than 3 years old) is not on file.

    Knowledge, Skills and Abilities:

    • Skill in using ERP systems and advanced personal computer systems including Word and Excel.
    • Skill in communication, both oral and written.
    • Skill in the operation of all basic office equipment.
    • Ability to make budget recommendations and manage the budget.
    • Ability to create and guide implementation of plans.
    • Able to speak in a public forum
    • Able to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines

    PHYSICAL DEMANDS:

    This position requires the employee to sit and use hands to handle, finger or operate objects, tools or controls; reach with hands and arms; use repetitive motion; and talk and hear. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception and the ability to adjust focus.


    WORK CONDITIONS:

    The work is regularly performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs. Normal operating hours are Monday through Friday 9:00a.m. – 5:00p.m with the ability to work flexible hours when necessary. Must be able to attend evening County Council meetings and various social functions as requested. Scheduled hours/days, job location, duties and any other information contained herein is subject to change. May be required to work extra hours and to perform extra or different duties during emergency situations.
