Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. TITLE 5 BUDGET ANALYST
  • US Army National Guard Units

  • Duties

    ***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION***

    This position is located in National Guard organizations outside of the United States Property and Fiscal Office (USPFO), Comptroller or Wing Financial Management (FM) function.

    These positions will work under USPFO however will be dispersed to assist other units.

    Performs routine budget analysis functions in assigned areas. Work may be performed in any segment of the normal range of budget administration work performed by the organization including budget formulation, budget presentation-enactment, or budget estimates and justifications; interpreting OMB directives and circulars; providing information and advice to program managers; reviewing bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget; recommending reprogramming of funds as needed.

    1. Performs moderately difficult and complex assignments consisting of well-precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques.

    2. Executes budget. Continually analyzes and evaluates changes and gaps in program plans and funding.

    3. Performs program analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary.

    4. Provides financial advice, interpretation, and guidance on a variety of budget related matters, to include types of funding available, budgetary changes, and year-end closeout procedures.

    5. Prepares budget related reports, written correspondence and other documentation.

    6. Performs other duties as assign.

    GS-0560-11
    1. Provides management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds.

    2. Certifies funds and coordinates the receipt of Fund Authorizations Documents (FADS) for the state ARNG Comptroller.

    3. Prepares quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives.

    4. Reviews transactions including reservations, obligations, and disbursements bases on interpretation of laws, regulations, or policy.

    5. Provides technical budgetary advice and assistance to federal and state agencies as requested.

    6. Independently develops and implements guidelines and policies as well as management controls for effective budget execution.

    7. Performs other duties as assigned.

    SPECIALIZED EXPERIENCE:
    GS-0560-09:
    24 Months specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

    GS-0560-11:
    36 Months specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

    You must meet the following Education requirement to qualify for this position:
    Must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.

    You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
