Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     The Kentucky Artisan Center at Berea has an opening for a Budget Specialist II.

    Responsibilities include, but are not limited to, the following:
    • Perform financial and policy analysis for financial reporting, compliance, and budgetary projection, and determine impact for the development of policy planning and formulation of budget requests.
    • Build and submit the Biennial Budget request to the State Budget Office.
    • Formulate and analyze budget and allotment projections and assists Executive Director with all ongoing analysis and adjustments.
    • Compile reports of revenue and expenditures, monitor funding sources and prepare cost benefit analysis.
    • Prepare agency reports and track allotment balances.
    • Oversee all agency Procurement.
    • Recommend and submit allotment shifts and appropriation adjustments.
    • Utilize EBI reporting and eMARS to enter and reconcile expenditures and analyze spending trends for year over year analysis.
    • Recommend, create and monitor purchase and delivery orders, receipts, expenditures and other financial pieces in accordance with state and agency regulations.
    Minimum Requirements
    EDUCATION: Graduate of a college or university with a bachelor's degree.

    EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in budget administration, financial analysis and/or forecasting, statistical analysis, accounting, financial auditing, or a related field.

    Substitute EXPERIENCE for EDUCATION: Professional experience in budget administration, financial analysis and/or forecasting, statistics, accounting, financial auditing, planning, or a related field will substitute for the required education on a year-for-year basis.

    Probationary Period
    This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
