Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Position Summary:
The director develops, implements, and manages the University’s annual operating budgets and performs annual required Arkansas Division of Higher Education and NCAA reports. Supervises and provides leadership for a small to medium sized professional and administrative support staff in the budget.
Essential Duties and Responsibilities:
The director compiles financial data for the University*s annual reporting requirements, as well as ad hoc financial reports requested by program managers, department heads, the Vice President for Administration and Finance, and the President.
This position performs analysis of a variety of financial information (e.g. revenues, expenditures, and cost projections) for the purpose of providing direction and support, making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget.
Assists in the compilation and analysis of accounting records, payroll records, and other data to determine the financial resources required to implement and support new and existing University programs, as well as performs cost benefit analyses to compare operating programs, review financial requests, or explore alternative financing methods.
Supervises and provides leadership for a small to medium sized professional and administrative support staff in the budget department, interviews applicants, hires, assigns and reviews work, provides training, and evaluates the performance of incumbents.
Knowledge, Skills, and Abilities:
Knowledge of generally accepted accounting principles and business mathematics; good communication skills both verbal and written; understands balancing of accounts; detail oriented; ability to work with minimal direct supervision; proficiency in typing; familiarity with Microsoft Office Suite.
Working knowledge of budgeting, projection of costs and its principles, State of Arkansas governmental laws and regulations for State Agencies, and audit processes and requirements.
Minimum Requirements:
Bachelor's degree in business, accounting, economics, finance or related field plus three years experience in accounting, finance, budgetary program planning, or other related field.
Excellent written and oral communication skills.
Preferred Qualifications:
Proficient in Microsoft Office Suite, working knowledge of data-base management, as well as, knowledge of various query report writer applications.
Work Location, Environment, and Physical Demands:
In a fast-paced office environment, ability to sit or stand using a computer with multiple screens for 8 hours; ability to multi-task and take direction in prioritizing tasks.
Ability to navigate around campus and campus buildings to attend meetings, including days involving inclement weather.
