Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     JOB SUMMARY

    Perform work of considerable difficulty in assisting the Director of Budget and Finance in planning directing, and coordinating the activities of the Budget and Finance Department to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters by performing the following duties personally or through departments or subordinate supervisors.

    TYPICAL CLASSIFICATION ESSENTIAL DUTIES:           

    • Assist the Director with the business and operations of the Budget and Finance Department by managing, setting and executing department goals, plans, and projects in programmatic areas of responsibility.
    • Meet regularly with the Director and management staff to discuss, and resolve priorities, special assignments, problems, and technical issues.
    • Perform duties for the director in the absence of the director.
    • Assist the director in the oversight of all financial programs, budgets, services, and operations of the Finance and Budget Department, including financial reporting, payroll, accounting, grants administration and procurement and assure that Department activities are in compliance with State and Federal regulations. 
    • Direct the development and management of Department goals, objectives, and priorities, review and evaluate work methods and procedures, negotiate and resolve sensitive and complex issues, and assure the efficient delivery of the Department services.
    • Consult with the Director and other County officials on wide ranging administrative, executive, and policy matters with regard to County programs and operations.
    • Monitor departmental activities for efficiency and effectiveness and make necessary revisions in order to provide streamlined processes and workflows.
    • Manage assigned work units including supervising staff and evaluating their performance, assigning work tasks, and managing schedules to ensure daily operations are performed and work standards are met.  
    • Analyze the impact of existing and proposed legislation and accounting principles and provide recommendations to the Department Director and or County management.
    • To promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
    • Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
    • Perform other related duties as required to assist the Director in the development of long range plans for future development of the department, with the goal of fostering staff’s skill development and professional growth.
    • Represents the directors and/or the department at formal and informal meetings.
    • Recommend, formulate, and produce departmental policy and procedures in accordance with County guidelines, industry standards, codes, regulations, and relevant laws.
    • Collect financial and administrative information, analyze fiscal performance, and compile data for reports and prepare and distribute monthly and special reports, charts, financial summaries, and budget reports.
    • Provide guidance to all County departments by evaluating their needs and effectiveness of service.  
    • Maintain absolute confidentiality of work-related issues, customer records and restricted County information.
    • Perform other related duties as required.

    MINIMUM REQUIREMENTS TO PERFORM WORK:

    • Bachelor's Degree in Finance, Accounting, Business Administration or related field.
    • Six (6) years of professional finance, public sector budgeting, and management analysis experience including two (2) years of supervisory and/or management experience.
    • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
    • Valid Arizona State Driver's License.

     

    Preferred Qualifications:

    • Valid Driver’s License with an Arizona Driver’s License required within 30 days of hire.
    • Certified Government Financial Manager (CGFO) designation.
    • Masters’ degree in Finance, Accounting, Business Administration or related field.
    • Professional certification as a Certified Public Accountant (CPA)

    Knowledge, Skills and Abilities:

    • Knowledge of Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, practices, policies, rules, and regulatory reporting requirements.
    • Knowledge of generally accepted accounting and auditing principles for public sector financial administration.
    • Knowledge of legal, ethical, and professional rules of conduct for public sector finance officers. 
    • Knowledge of principles of public sector budget preparation and administration.
    • Knowledge of methods of financial forecasting, quantitative research, and statistical modeling.
    • Knowledge of Federal and state grant and special fund accounting regulations and accountability standards.
    • Knowledge of professional techniques and practices for efficient and cost effective management of resources.
    • Knowledge of principles, practices, and methods of administrative management, including personnel rules, procurement, contract management, risk management, budget management, and employee supervision.
    • Knowledge of record keeping and file maintenance principles and procedures including general ledger reconciliation standards.
    • Skill in interpreting and applying state and Federal accounting rules and regulations and County policies and procedures.
    • Skill in analyzing financial issues, evaluating alternatives, and developing recommendations and strategies.
    • Skill in analyzing and interpreting financial system operations and accounting and internal control methods and procedures.
    • Skill in analyzing budget issues, evaluating alternatives, and developing recommendations and strategies.
    • Skill in analyzing and summarizing technical information, using spreadsheet software and quantitative analysis techniques.
    • Skill in developing and managing workload and revenue and expenditure forecasting models.
    • Skill in interpreting and explaining County budget policies and procedures and applicable state rules and regulations.
    • Skill in analyzing County needs and prioritizing and promoting financial strategies to meet future needs.
    • Ability to review and analyze financial records and reports.
    • Ability to assess and prioritize multiple tasks, projects, and demands.
    • Ability to plan and coordinate the work of others.
    • Ability to establish and maintain effective working relationships with elected and appointed officials, employees, other agencies and the public. 
    • Ability to use initiative and independent judgment within established procedural guidelines.


    PHYSICAL DEMANDS:

    The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.  The work also requires the ability to finger, grasp, handle, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.
