The Director of Budget and Grants provides a leadership role in budgeting, grants management and financial reporting in support of the educational vision and strategic plan of the Federal Way Public School District. Under the direction of the Executive Director of Business Services, this position facilitates and oversees the coordination, preparation and monitoring of the budget and related transactions for the District’s six funds; oversees the financial management of grants, providing regulatory expertise and guidance and performs technical budgeting and accounting tasks.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive. - Under the direction of the Executive Director of Business Services, manages the budget processes; coordinates, plans, prepares, and defends the district budget; monitors budget expenditures and accounting/financial reports to ensure compliance and positive financial status.
- Performs a variety of revenue forecasts to assist in strategic planning; prepares revenue and expenditure projections.
- Compiles data, does research and analysis and special financial reports as needed. Performs financial modeling and forecasting.
- Oversees the maintenance and implementation of grant management systems and account code use. Maintains District’s chart of accounts. Insures all required state reporting is completed timely and accurately.
- Prepare and participate in year-end closing activities. Provides liaison with State auditors.
- Plans, prioritizes, assigns, supervises and reviews the work of budget and grants staff.
- Provides direction, guidance and support to office managers and administrators regarding budgeting practices and procedures. Monitors categorical programs to ensure compliance with statutory regulations and maximization of resources.
- Partners with Human Resources and other teams concerning all issues relating to staff allocations, positions, labor distributions, and the efficient use of resources and assumptions underlying budget forecasts.
- Establish and maintain effective working relationships with colleagues, students, parents and community members.
OTHER RESPONSIBILITIES:
- Serves on or provides support to negotiating teams. Apply knowledge of collective bargaining agreements to issues related to business services.
- Comply with all Board policies, rules, procedures and collective bargaining agreements. Supports with development of ?nancial policies and procedures.
- Represents the District at state and local conferences, meetings, seminars, and functions related to ?nance and budget. Consults with regulatory agencies; coordinates with auditors as required.
- Provides leadership and direction for continuous process improvement.
- Provides support to the Executive Director and CFO for the purpose of meeting departmental goals and objectives.
- Perform such other related duties and assume such other related responsibilities as may be assigned.
REQUIRED QUALIFICATIONS:
Education and Experience
Bachelor’s degree in accounting or related field
Five years of experience with increasing responsibility in budgeting and/or financial management.
An additional two years of experience may substitute for required education.

PREFERRED QUALIFICATIONS:
Washington State K-12 finance experience
Certified School Business Specialist, Certified School Business Official, Certified School Business Administrator, or related professional certification
Experience with Business Plus accounting software
CONDITION OF EMPLOYMENT:
Washington State Driver’s License

While performing the duties of this job, the employee will constantly sit, stand and walk, bend neck and back, use hands for repetitive grasping and pushing/pulling. The employee is frequently required to use hands for fine manipulation. The employee will occasionally be required to climb stairs/ladder, lift and reach overhead, knee stand, kneel, and/or squat. The employee must frequently lift/carry up to 10 lbs. The employee will occasionally lift/carry a maximum of 35 lbs. The employee is occasionally required to push/pull a maximum force of 100 lbs.

Position requires visual and mental concentration on detail, and precision. Extended periods of time reading from a computer monitor. The employee may experience frequent exposure to angry or frustrated or distraught individuals. May be required to travel out of town or to community sites or within the school district. Nights and weekends may be required occasionally to meet job demands.
WORK SCHEDULE
This is an 8 hour per day, 260 days position. Schedule varies and some nights and weekend work is required.
