Budget Manager manages and coordinates budgeting activities and the implementation of the organization's budget policies and guidelines. Monitors actual performance against estimates and prepares annual and interim budgets. Being a Budget Manager coordinates budget appropriations and responds to exception requests for funds. Monitors and analyzes performance against budgets. Additionally, Budget Manager implements and supports tools and reporting used for planning, forecasting, monitoring, and decision support. Requires a bachelor's degree in accounting. Typically reports to a director. The Budget Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Budget Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     About our opportunity:

    The City of Asheville is seeking qualified applicants for the position of Budget and Performance Manager in the Finance and Management Services Department. The Finance and Management Services Department provides financial management and oversight in support of all city functions while adhering to the principles of leadership, customer service, quality, integrity, and collaboration.

    • What you’ll be doing:

    Please note that the following list is not all inclusive of the duties and responsibilities of this position.

    • Managing the budget and performance team which is comprised of six professional level employees.
    • Managing and participating in development and preparation of both annual operating and multi-year capital budgets
    • Managing and participating in the monitoring of approved budgets for City departments
    • Managing and supporting a variety of complex, cross-department and financially impactful projects
    • Preparing a variety of budget and financial reports and presentations to City departments, City management, elected officials and the public
    • Manages and implements the City’s performance measurement and organizational work plan programs, including consultation with departments on the design and compilation of performance measures to support the work plan
    • Developing and implementing the budget for the Budget and Performance Division of the Finance and Management Department
    • Serving as a subject matter expert in applicable laws, regulations, principles, trends and practices relating to budget preparation, management and oversight
    • Other duties as assigned.

    Minimum Qualifications:


    Master's Degree in Public Administration, Public Policy, or a related field required; supplemented by five years of experience in budget management and performance analysis in a municipal government setting, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

    • Full Salary Range: $88,448.49 - $132,672.74
