    Job Description

    JOB SUMMARY

    The purpose of a Budget Analyst is to perform complex budget preparation and analysis work. The class is responsible to assist Budget Officer in the coordination of budgetary activities, reviewing and analyzing department budgets and performance measures. Works with City departments and senior management staff to ensure compliance with the annual capital expenditure plan or adopted operating budgets; assist Budget Officer in the development and monitoring of information and reports in order to provide decision – making tools related to capital plans and fund projections; and creates new funds to address needs of assigned departments.

    KEY FUNCTIONS/KNOWLEDGE/SKILLS:

    • Participate in the development of the department’s annual budget. Conduct reviews of departmental operations, and budget requests, analyze complex funding structures and restrictions, and recommend funding levels.
    • Analyze and recommend costs and benefits of alternative methods of financial management of programs and administrative operations.
    • Assists departments and senior management staff in ensuring compliance with annual operating, capital outlay, and capital improvement plans; develops and monitors information and processes, such as capital project management reports, fund appropriation approval requests, expenditure reconciliations, and criteria for closing capital projects; and updates capital plans and/or fund projections.
    • Coordinates and monitors the implementation of new budget initiatives adopted by the City Commission, compiles and reviews plan implementation, and provides monthly status updates.
    • Perform budget formulation and cost estimates to support plans, programs, and activities.
    • Review and evaluate budget requests.
    • Control and report obligations and expenditures.
    • Participate and assist in special projects when necessary.

    Education and Experience

    Bachelor’s degree from an accredited college or university coursework in Public or Business Administration, Finance, Accounting, or another related field.

    Two (2) years of progressively responsible experience in budget/financial analysis, forecasting, Accounting, or related field.

    Special Certifications and License

    Valid Texas Driver’s License.

    Independence and Judgement

    Receives instructions as to work results to be attained; responsible for recognizing moderately complex problems and taking responsibility for resolving them; refers very complex problems to supervisor; otherwise just reports on problem and solution after the fact; results monitored for soundness and judgment.

    Initiative and Ingenuity

    General guidelines: occasionally requires interpretation of available options to apply to non-standard situations; day-to-day work drives priorities.

    Supervisory and Responsibility

    Does not supervise.

    Financial Responsibility

    Calculates amounts due, using some judgment; receives and processes larger amounts (several thousand dollars on one day not uncommon); balances receipts and cash from one or more other employees; monitors budget; brings problems to attention of supervisor; has substantive input into overall department budget.

    Level and Frequency of Outside Contacts

    Frequent contact with the public or other organizations; interactions may require obtaining cooperation of people; courtesy and tact are required when dealing with moderately difficult or sensitive issues.

    Physical Demands

    Office job with little or occasional light physical effort.

    Responsibility for Equipment and Property

    Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office.

    Office job, no adverse conditions.
