Budget Manager manages and coordinates budgeting activities and the implementation of the organization's budget policies and guidelines. Monitors actual performance against estimates and prepares annual and interim budgets. Being a Budget Manager coordinates budget appropriations and responds to exception requests for funds. Monitors and analyzes performance against budgets. Additionally, Budget Manager implements and supports tools and reporting used for planning, forecasting, monitoring, and decision support. Requires a bachelor's degree in accounting. Typically reports to a director. The Budget Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Budget Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • Duties

    • Reviews activity budgets for reasonableness and complementing actions; ensures all individual budgets are coordinated to support the NAFIs long range plans.
    • Coordinates and consolidates individual activity budgets, input to command budget estimate and cash budget into a into a single NAFI budget package.
    • Reviews and analyzes financial reports to identify trends, working capital and the NAFI's financial position.
    • Monitors use of resources, identifies imbalances and recommends corrective actions.

    Qualifications

    Demonstrated work experience in the following areas:1. Interpreting and assessing program financial performance using standard financial management systems.2. Interpreting balance sheet and profit and loss statement results requiring the application of commercial budgeting techniques. 3. Experience in financial management operations.4. Ability to deal tactfully and effectively with all levels of the organization/serviced organizational elements.5. Understanding of the substantive nature of the Army's Morale, Welfare and Recreation (MWR) and community and family support operating programs and their interrelationships and funding channels.

    Pay-Band (NF or CY) Allowances and Differentials
    • This is a pay-banded position.
    • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
    • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
