Budget Manager manages and coordinates budgeting activities and the implementation of the organization's budget policies and guidelines. Monitors actual performance against estimates and prepares annual and interim budgets. Being a Budget Manager coordinates budget appropriations and responds to exception requests for funds. Monitors and analyzes performance against budgets. Additionally, Budget Manager implements and supports tools and reporting used for planning, forecasting, monitoring, and decision support. Requires a bachelor's degree in accounting. Typically reports to a director. The Budget Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Budget Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     South Puget Sound Community College (SPSCC) seeks highly motivated and qualified candidates for the position of Budget Manager in our Business Office. 

    The Budget Manager reports directly to the Associate VP for Finance and is responsible for providing a high level of fiscal oversight using independent judgment in the interpretation and application of a variety of rules and procedures in specialized budgetary functions. This position is responsible for the overall management of budgets and the procure-to-pay process which includes procurement contracts, purchasing, travel &expense, and asset management. As part of the business office team that provides fiscal oversight to the entire college, this position supervises positions that provide budget analysis, monitoring of capital and operating budgets, position,  allocation control, purchasing, accounts payable, and travel and expense.

    1. Perform budgeting functions in accordance with state, federal and college policies; such as:
      • Review and approve all budget transactions for accuracy, proper account, and appropriate use.
      • Review budget journals approved by the Budget Analyst.
      • Post budget journals.
      • Review, analyze, and post corrections/ adjustments to budgets.
      • Monitor capital budgets.
      • Communicate and develop trusting relationships with Fiscal stakeholders around campus. 
      • Upload budget into ctcLink.
      • Assist departments with budgetary questions.
      • Communicates with representatives from other state agencies, institutional departments, and various committees regarding the implementation of state legislation and regulations and institutional policies and procedures.
      • Assist the AVP for Finance with the coordination, implementation, and modification of budgetary procedures.
    2. Supervises staff involved in reviewing program allotment requests and position actions and approvals, modifies or denies allotment requests and positions based on established program plans, fiscal or policy considerations. 
    3. Supervises professional staff performing procurement contract reviews, and asset management transactions.
    4. Provide guidance and professional development opportunities to assigned staff.
    5. Interview and hire applicants, train new employees, assign and schedule work, approve leave requests, conduct annual performance evaluations, and necessary disciplinary actions
    6. Create budget to actuals variance reports
    7. Preparation and/or review of grant reconciliation report
    8. Prepare reconciliation of federal and state financial aid expenditures to financial aid expenditures FAM report
    9. Assist with the preparation of capital budget report
    10. Create ad-hoc budget reports as needed
    11. Train internal and external stakeholders on budget-related information
    12. Provides department consultative and budget services on complex inter-agency programs to achieve continuity and a high level of effectiveness and efficiency regarding college program
    13. Interprets existing budget policies for staff and other administrative personnel
    14. Maintain the budget database, ctcLink, and /or other independent software
    15. Monitor budgetary procedures to gain efficiency and effectiveness in the budgetary process
    16. Attend quarterly and other pertinent Budgeting, Accounting, and Reporting (BAR) council meetings and workshops
    17. Research and prepare information as requested by the auditors
    18. Keep the desk manual current.
    19. Provide customer service to internal and external customers, identifying issues, providing options, and/or utilizing knowledge of rules and regulations to assist others and/or resolve complaints or conflicts
    20. Perform budget analyst, procurement, contracting, and asset management responsibilities when necessary
    21. Perform duties as assigned by the Associate VP for Finance .
    Minimum Qualifications
    • Bachelor's Degree, which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting
    • Three years of professional, progressively responsible experience in applying Generally Accepted Accounting Principles (GAAP) and handling general ledger accounting
    Preferred Qualifications
    • Knowledge of Federal and State regulations (i.e. procurement, accounts payable, and asset management)
    • Two of more years of supervisory experience 
    • Strong organizational skills, ability to work independently and prioritize multiple tasks, maintain office confidentiality and accommodate numerous interruptions
    • Position requires high degree of accuracy and attention to detail
    • Excellent communication skills and the ability to work well with others and function as a team member
    • Advanced knowledge of computers and software applications, specifically MS Office suite: Word, Outlook, Excel, PowerPoint, and Access
    • Knowledge of Peoplesoft ctcLink system
