    Position Description

    Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario.     Chaffey College celebrates the diverse communities we serve.     Under direction of the Executive Director, Business Services, the Director, Budgeting and Grant Compliance is responsible for the following: plan, organize, coordinate, and administer the operations of the District's fiscal programs including accounting/budgeting processes and controls, revenue and cash management, grant fiscal management, position control, assist in the development of financial planning and forecasting, oversee cash flow and district cash management, supervise accounts payable audits and payroll audits, supervise cashier operations.

    Responsibilities
    Essential responsibilities and assignments include, but are not limited to the following:

    Develops, organizes, and supervises the District's budgeting and fund accounting activities.
    Supervises the maintenance of records of expenditures and income for funds of the District.
    Assists all departments with budget development and monitoring, and accounting issues.
    Provides recommendations for improvement of District's operations.
    Coordinates and supervises accounts payable and payroll audits.
    Coordinates the technical support of the Budgeting & Fiscal Services Department.
    Responsible for allocations, tracking and reconciliation of categorically funded budgets; ensures adherence to categorical and contract guidelines; monitors for compliance with District and funding agency policies.
    Coordinates with Grants Office for Board approval of grants/allocation awards
    Coordinates post award activities with Grants Office
    Assists with audit requirements with Statement of Federal Awards and Statement of State awards
    Assists in the development of the budget calendar or schedule, developing budget worksheet instructions, and in the preparation of District budget; produces budget worksheets; reviews budget worksheets for accuracy and completeness; presents budget materials to appropriate administrator for review.
    Maintains the District-wide position control systems; monitors and assigns proper account and coding.
    Performs a variety of technical budget analyses; compiles and analyzes data, prepares financial, budgetary and statistical studies and reports
    Maintains a working knowledge of current Grant award requirements
    Supervises Cashier's Office operations with daily billings and cash receipts.
    Establishes and maintains effective relationships with a variety of faculty, staff, and administrators.
    Through continued study and participation in professional organizations, maintains an understanding of current ideas, trends and practices pertaining to the areas of responsibility for this position.
    Participates in local, regional and state activities to promote Chaffey Community College.
    Participates in District sponsored in-service programs.
    Carries out such other duties as may be assigned by the Executive Director, Business Services, or designee.

    Qualifications
    MINIMUM QUALIFICATIONS

    Graduation from an accredited college or university, with a minimum of a bachelor's degree or equivalent in finance, accounting, business (with an emphasis in accounting) or a related field.
    Four (4) years of increasingly responsible business management experience, including two years of management experience in an educational entity with responsibility for accounting, budgeting, and/or auditing

    Knowledge of:
    Principles and practices of management, including goal setting, program development, implementation and evaluation.
    Generally accepted accounting principles (GAAP);
    Applicable District policies and local, state and federal laws, codes and regulations;
    Computerized financial systems;
    Governmental accounting;
    Current Federal grant requirements with Uniform Guidance;
    Public institutional accounting, payroll, and budgeting systems and management;
    Budget preparation, planning and control;
    Community college programs and services;
    Analytical skills necessary to draft budgets, and monitor expenses;
    Effective oral and written communication;
    Principles and practices of employee supervision, including work planning, assignment, review and evaluation, and training of staff in work procedures; Ability to:
    Direct the activities of an assigned staff;
    Establish cooperative communication with staff, administrators, faculty, and others contacted in the course of performing assigned duties;
    Work independently with little direction;
    Conduct financial research and analysis, identify trends and forecasting needs;
    Oversee and evaluate a complex and diverse program of business functions;
    Analyze, interpret, summarize and present administrative information and data in an effective manner.
    Develop interpersonal and group relationships
    Select, train, supervise, evaluate, motivate and lead staff members:
    Interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws and regulations

    CONDITIONS OF EMPLOYMENT
    This is a full-time, 12-month position; level III, range 27 of the Management Personnel Plan. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined.     Being able and ready to work onsite at a Chaffey facility or location is an essential function of this job.
