    GENERAL DESCRIPTION:

    The purpose of the class is to provide leadership in and participate in the inspection of building construction and renovations and mobile home installations for compliance with applicable building and related codes and ordinances to provide technical interpretation of codes and regulations as needed, to prepare and maintain all required documentation, and to perform related work as required. The class works within a general outline of work to be performed, and develops work methods and sequences under general supervision. Conducts plan reviews as required by the Building Official. Performs any other duty determined by the Building Official.


    ESSENTIAL JOB DUTIES:

    The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.

    1. Performs routine-to-complex inspections of commercial and residential building construction and renovations and mobile home installations for compliance with applicable building (structural, plumbing, mechanical, electrical, accessibility) and related codes and ordinances.
    2. Prepares inspection reports; prepares and issues notices of correction and stop work orders as necessary.
    3. Explains, interprets and provides guidance regarding applicable codes and compliance requirements to contractors, engineers, architects, developers, property owners and others.
    4. Follows up on each case to verify corrections have been made to comply with codes.
    5. Maintains a variety of logs and records related to inspection and enforcement activities.
    6. Receives and responds to public inquiries, concerns and complaints regarding assigned cases and general department procedures.
    7. Assists in processing and issuing permits.
    8. Provides instruction and leadership for lower-level inspectors as assigned.

    KNOWLEDGE, SKILLS, AND ABILITIES:

    • Requires giving information, guidance or assistance to people to directly facilitate task accomplishment; may give directions or assignments to helpers or assistants.
    • Ability handling or using machines requiring moderate instruction and experience such as computers, and software programs such as word processing, spreadsheets or custom applications.
    • Ability to perform coordinating work involving guidelines and rules, with constant problem-solving.
    • Requires using mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes.
    • Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.
    • Requires doing specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.


    EDUCATION AND EXPERIENCE:

    • Requires Associate’s degree, vocational technical degree or specialized training that is equivalent to satisfactory completion of two years of college education with emphasis in building construction, construction inspection or a closely related field.


    EXPERIENCE:

    Preferred 7-15 years’ experience with proper certifications.


    LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

    Certifications, licenses, professional designations, or other qualifications required for this position include:

    • Must possess a valid state driver’s license.

    Certifications, licenses, professional designations, or other qualifications required for this position include:

    • ICC Combination Residential Inspector


    Preferred certifications and certifications required within 3 years

    • ICC Commercial Building Inspector certification
    • ICC Mechanical Inspector certification
    • ICC Electrical Inspector certification
    • ICC Plumbing Inspector certification
    • Or a combination of Degrees, Certification, and or experience equivalent or related to plan review and building inspection

    This position requires lifting:

    Up to 10 pounds: up to 2/3 of the time; up to 25 pounds: under 1/3 of the time; up to 50 pounds: under 1/3 of the time; up to 100 pounds: none of the time; and, more than 100 pounds: none of the time.

    This position has the following special vision requirements:

    • Close vision (clear vision at 20 inches or less)
    • Distance vision (clear vision at 20 feet or more)
    • Color vision (ability to identify and distinguish colors)
    • Peripheral vision (ability to observe an area that can be seen up or down or to the left and right when vision is fixed on a given point)
    • Depth perception (three-dimensional vision, ability to judge distances and spatial relationships)
    • Ability to adjust focus (ability to adjust the eye to bring an object into sharp focus)
