Summary:
The Building Maintenance Director is responsible for performing highly skilled planning, organization, and leadership for the Maintenance Department of Natrona County. This position directs and leads the County’s facility maintenance program which includes project management, custodial care, grounds and building maintenance. This position supervises Maintenance staff to include: leading, assigning tasks, and monitoring the performance of employees.
Essential Functions:
- Plans, coordinates, prioritizes and schedules daily work and work orders for maintenance of all County buildings;
- Oversees the operation, maintenance and repair of County buildings. Provides technical guidance in areas such as heating and cooling (HVAC), hazardous waste, energy and resources; develops and manages all County construction and remodeling projects of buildings;
- Oversees the utilization of contract services providers in maintaining, repairing, and operating County buildings and facilities; prepares and oversees the development of bid specifications for County maintenances and custodial supplies, materials, and equipment; solicits, obtains, and reviews contractor bid documents along with the County Attorney’s Office and recommends the awarding of professional services contracts; monitors contractor services provided; reviews and approves contractor invoices; Assists in administering special project contracts for services in compliance with established guidelines; ensure contracted services are provided in an effective and efficient manner.
- Monitor’s and controls ongoing maintenance and major project budget expenditures; Oversees and authorizes the procurement of goods and services in the course of designing, constructing, operating, maintaining and repairing buildings; approves accounts payable and accounts receivable transactions for the department; prepares the annual operating, administrative, and capital budget requests for the department; requisitions materials and supplies for the operation and maintenance of the County buildings and keeps records of expenditures;
- Supervises the Building Maintenance department to include: monitoring the progress and quality of work performed by crews, prioritizes daily work for the crews; authorizes time off, approves payroll; conducts performance evaluations; ensures staff are trained, ensures employees follow policies and procedures; maintains a healthy and safe working environment; works with human resources in making hiring, termination, and disciplinary recommendations.
- Confers with appropriate County Administration (BOCC, Department Heads, Elected Officials) to keep them informed on key issues and progress toward objectives to gain support and approval for long-range and short-range plans and goals;
- Responds to complaints and requests for maintenance; contacts County Administration to discuss specific needs and/or issues;
- Oversees and coordinates special projects as necessary;
- Serves as a liaison between County departments, facilities staff, contractors and materials suppliers;
- Conducts field inspections to collect data, verify existing/actual conditions, and monitor conformance with plans/specifications.
- Explain, justify and defend Department programs, policies and activities and resolve
- Attend and participate in professional group meetings;
- Performs related work as required.
Education and Experience
1. Must be at least 18 years of age.
2. Minimum three years of increasing responsible experience in facility maintenance or management and a minimum of two years supervisory experience; OR any equivalent combination of education and experience that would provide the noted knowledge, skills, and abilities.
Licenses and Certifications
1. Valid, unencumbered Wyoming Drivers’ License
2. Licenses or certifications in trades such as contractor, plumbing, electrical, HVAC, refrigeration, etc. are desirable, but not required.

Pay: $75,634.00 - $94,543.00 per year
