Bursar manages and oversees operations of student, faculty, and staff accounts. Provides leadership and direction for tuition and fee structure, financial aid resources, billing and receivables, petty cash, and payments. Being a Bursar is the custodian of institutional funds. Ensures compliance with university, state, and federal regulations and standard accounting procedures. Additionally, Bursar requires a bachelor's degree. Typically reports to a top executive officer. The Bursar typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. Capable of resolving escalated issues arising from operations and requiring coordination with other departments. To be a Bursar typically requires 3+ years of managerial experience.   • The Campus Bursar oversees the fiscal operation of the Campus Bursar’s offices. This is a Professional Exempt Contractual (PEC) position for which an annual contract reflecting the base salary within the fiscal year (July 1st to June 30th) will be issued after ratification by Miami Dade College’s District Board of Trustees.

    Duties & Responsibilities

    • Oversees the hiring and assignment of workload among full time and part-time staff at multiple Bursar Office locations
    • Approves payroll, and completes annual performance evaluations accordingly
    • Monitors and approves the departmental budget
    • Oversees Cash change funds and Petty Cash funds for respective Campus Bursar’s Offices
    • Serves a supervisory role
    • Directs the activities and general accounting functions for cash collections in the Bursar’s office
    • Reviews/approves Petty Cash/Mileage reimbursement journal entries and disbursement requests
    • Resolves issues and problems that may arise with students, staff, faculty, outside agencies and the community as they pertain to financial transactions
    • Serves as liaison with Student Service areas, Academic and Financial Aid Offices, and Student Financial Service Staff by attending meetings and sharing/receiving needed information to better serve students, campuses and community
    • Oversees adherence and enforcement of College established payment related policies/ procedures to assure compliance with State Statutes
    • Performs other duties as assigned

    Minimum Requirements

    • Master’s degree from a regionally accredited institution with a major in accounting or business administration and two (2) years of related experience; or Bachelor’s degree with a major in accounting or business administration and six (6) years related experience
    • All degrees must be from a regionally accredited institution
    • Knowledge and understanding of College organization, goals and objectives, and policies and procedures
    • Knowledge of major computerized financial systems/personal computer/financial and fiscal software applications
    • Possess strong leadership and interpersonal skills
    • Ability to communicate clearly, effectively and professionally through oral and written communications
    • Ability to promote and maintain effective working relationships
    • Ability to take initiative and to work with minimal supervision
    • Ability to work in a multi-ethnic and multi-cultural environment with students, faculty and staff
