    Buckelew Programs is the largest provider of behavioral healthcare services in the North Bay for those who would otherwise not have access. We are seeking a new Director of Business Operations to join our Administration team. In this role you will be responsible for managing all aspects of Buckelew Programs infrastructure, ensuring operable facilities, IT Support, risk management and safety procedures, enabling all staff to carry out their duties in an effective and efficient manner. This position offers a hybrid work schedule with the requirement of working onsite a minimum of three days per week. In this role, you will report to the CFAO.

     

    RESPONSIBILITIES:

     

    • Manage agency infrastructure to support and serve clients and staff.  Includes oversight and direction of:  leases, owned facilities, facility and equipment maintenance, fixed asset reports and schedules, supply and equipment inventory, fleet of vehicles, information technology (IT), and development and implementation of workflow and process improvements.
    • Manage affiliate corporations ensuring support of governance functions, timely submission of HUD and other compliance deliverables, oversight of Property Management contracts, etc. 
    • Creates, maintains and provides oversight to agency safety policies and procedures according to all licensure and accreditation standards as well as local, state and federal OSHA requirements.  Oversees Safety Committee, Safety Coordinators and conducts safety training.
    • Manages all contracts with external vendors and suppliers; ensures contract compliance with funding organizations and agencies (e.g., HUD, Department of Rehabilitation, county contracts, etc.).
    • Contributes to annual budget and fiscal planning and the ongoing financial management of the agency.  Develops, maintains and implements a capital expenditure and improvement plan in coordination with other senior leaders.  Oversees property and automobile insurance claims process and insures compliance with insurance requirements; collaborates with CFAO in policy renewals and implementation.
    • Provides leadership in area of responsibility collaborating with other senior leaders on shared tasks and objectives.  Represents agency in public in a professional and decorous manner.  Attends and participates in internal meetings including Board of Directors meetings and external meetings as directed by the CEO or CFAO.
    • Participates in the development and implementation of the strategic plan with goals and strategies for the programs. Develops program goals with Program Directors and monitors progress.
    • Promotes and develops a culture of growth, learning and collaboration across the programs. Coordinates and collaborates with directors of other Agency programs in respect to clinical planning, service delivery, budgeting and cross-program issues.


    QUALIFICATIONS:

     

     

    Education and Experience:

    • Bachelor’s level degree in business or a similar discipline or a minimum of 5 years’ experience in a similar management role, preferably in a non-profit environment; at least three years’ experience in financial management. 
    • Experience and knowledge of government contract management (i.e., HUD or similar) strongly preferred; knowledge in organizational effectiveness and operations management implementing best practices.  
    • Experience managing IT contractors and operations, experience in analyzing and creating policies and procedures. 
    • Working knowledge of county, state and federal safety requirements and ability to create and implement safety programs that comply with contract and accreditation requirements. 
    • Knowledge and sensitivity regarding persons with mental health and addiction disorders.
    • Self-motivated and able to work independently as well as with a team.  Commitment to agency mission, vision and values.
    • Candidate must have excellent organizational, administrative, interpersonal and communication skills and a collaborative management style.  Competence with Microsoft Office including Word, Excel, PowerPoint, Access and Outlook at an intermediate to advanced level. 
    • Demonstrated planning, analytical and organization skills.  Ability to analyze and improve business processes.  Demonstrated ability to use creative approach to solve problems.
    • Demonstrated ability to manage facilities and vehicle fleet, vendors, capital improvement and similar contracts. 
    • Proven ability to partner with and support program leaders throughout an organization as well as with government agencies. 
    • Highly organized and able to effectively prioritize multiple tasks, responsibilities and manage to the critical plan.  Reliable, excellent attention to detail and accuracy.  Must be able to maintain confidentiality.
    • Have and maintain a valid California Driver’s License and personal automobile with insurance coverage for use on the job. 
    • Able to pass Live Scan, Office of Criminal Justice and Department of Social Services clearances
    • Able to work well under pressure, with good judgment and decision-making abilities.
    • Working understanding of highly confidential environments and ability to maintain confidentiality.
    • Supervisory skills.
