    CNS is seeking an Application Manager to lead the team that supports our Mission systems at Pantex. We are looking for self-motivated individuals who are passionate about leading our development team in designing robust, maintainable, and innovative software solutions.

    Specific Job Responsibilities:


    Provides technical staff administration and work management for the IS&S Enterprise Applications Services organization. Provides management and oversight of personnel, direct end-user/CNS business customers interaction, and facilitates operations with other IS&S organizations across CNS. Position requires extensive customer interfacing and management responsibility. Duties include working closely with project shareholders to scope, estimate, and provide overall technical leadership to develop, implement and maintain application software solutions internal to CNS and externally across other Federal Government agencies. The selected candidate will be responsible for ensuring implementations adhere to company policies. The position requires knowledge and experience for software quality assurance and the software engineering life cycle associated with enterprise level application software systems.

    Core Responsibilities include:

    • Manage Mission Support Services staff including all employee administration requirements associated with Compensation, Time and Attendance, Performance, and work load.
    • Work closely with customers for requirements and budget planning necessary to effectively fund and manage the design, development and maintenance of applications to include the development of Statements of Work and working with CNS and NPO, to effect the execution of Inter-Agency Agreements.
    • Work closely with functional and business team members, project management, enterprise architects, system engineers, and application developers to manage the design and development of enterprise applications based on approved architecture and business requirements.
    • Ensure adherence to defined project management policies, change management guidelines, cyber security requirements, and quality assurance processes.
    • Effective communication skills and demonstrated success providing leadership in a team environment is required.

    Minimum Job Requirements
    • Bachelor's degree in Computer Science or related discipline: Minimum 7 years of relevant experience. Minimum 4 years of supervisor experience.
    Preferred Job Requirements
    • IT technical management experience preferred, which can include experience leading large and diverse application development projects.
    • Experience leading enterprise applications development teams and projects.
    • Experience in coaching and developing staff, individually and in team settings.
    • Knowledge of programming languages and frameworks (.Net, C#, C , Java, JavaScript, JQuery, React, HTML5, XML, etc.)
    • Knowledge of Oracle or other relational database management systems with experience in SQL and PL/SQL
    • Knowledge of Web server technologies such as Microsoft IIS, NetWeaver, WebLogic, and Apache Tomcat
    • Knowledge of Integrated Development Environments such as Visual Studio, Eclipse, and IntelliJ IDEA
    • Knowledge of Version control tool such as TFS, GIT, SVN, or other code repositories
    • Experience with ITIL processes
    • Strong analytical and problem solving skills

    Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

    Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
