    The Information Technology Services Office (ITSO) program within the Department of Ecology is looking to fill the Enterprise Business Technology Solutions (EBTS) Manager (IT Application Manager – Senior IT Manager) position. This position can be located in any of the following locations.
     
    Headquarters Office in Lacey, WA.
    Northwest Region Office (NWRO) in Shoreline, WA.
    Central Region Office (CRO) in Union Gap, WA.
    Eastern Region Office (ERO) in Spokane, WA.
     
    Upon hire, you must live within a commutable distance from the duty station.

    Please Note: If the final location of this position is determined to be in our Northwest Region Office (NWRO) in Shoreline, WA. there will be an additional 5% pay increase due to its location in King County. In this instance the salary range will be $9,298 - $12,505 per month.
     
    In this position, you are responsible for the planning, design, development, implementation and maintenance of Ecology’s agency-wide geospatial, environmental, financial, and administrative applications and data systems.  EBTS is comprised of three (3) application development units, as well as the Digital Accessibility team. In this role, you will the liaison between ITSO and application development teams within Ecology Environmental programs. The Enterprise Business Technology Solutions Manager is a leadership position reporting to Ecology's Chief Information Officer (CIO) in the Information Technology Services Office (ITSO). You will work as a peer to the Technology Operations and Planning, Security and Infrastructure and Operations managers.

    What makes this role unique?

    As a Senior Manager, you will report to the Chief Information Officer (CIO), you will serve as a key advisor to the CIO in the areas of application development, application modernization and digital accessibility.  As a member of the ITSO leadership team, you will work closely with the other senior managers to set strategic direction for Information Technology within the agency.  You will also serve as the liaison between ITSO and the Environmental Program IT sections.  
     
     What you will do: 
     
    • Lead the development, maintenance and modernization of an enterprise business technology application and data systems strategy. Ecology applications will be kept current through auditing of best practices.
    • Ensure the maintenance and operations, enhancements, upgrades, and continuous improvement of services delivered within the position's scope of work.
    • Serve as the key contact within ITSO for each of the agency information technology groups in the environmental programs. 
    • Lead Ecology’s Digital Accessibility strategy for the agency.
    Required Qualifications:
    Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

    • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
    • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
    Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.

    Nine total years of education and experience.

    Experience: Professional management experience in information technology software development and engineering, or closely allied field AND at least two years of supervisory experience, which may be attained concurrently.

    Education: A major emphasis in information technology, software application development and engineering, business management or public policy/environmental science or closely allied field.
