Business Office Manager
Rothe Development, Inc. has an immediate opening for a Business Office Manager under the Mission Enabling Services Contract (MESC) Baseline B. MESC B supports the Flight Operations Directorate at Johnson Space Center.
This position will coordinate and monitor the scheduling, pricing, and technical performance of the programs under MESC B. The candidate will ensure adherence to master plans, schedules, and develop solutions to program problems. They will prepare contract proposals and administer major contracts and delivery orders. May negotiate contractual provisions with subcontractors. The selected individual will work under general supervision; manage the Project Management Office personnel and report to the Program Manager.
Duties and Responsibilities
- Provide management oversight, direction, and problem resolution for all functions performed under the contract. Assist contract management to as a secondary interface to the Contracting Officer (CO) and Contracting Officer Representative (COR)
- Business interface for coordination with NASA on contractual matters
- Prepare and report performance metrics.
- Ensure adherence to contract requirements.
- Integrate and utilize the NASA-established contract management system for order processing, contract correspondence, and DRD delivery.
- Organize and institute integrated processes and tools to manage business systems, products, and services.
- Provide financial management support, including:
- Financial studies and research
- Evaluate project funding plans and changes.
- Project budgeting and cost estimating per monthly reporting requirements.
- Act for the PM as necessary and appropriate
- Report monthly contract-related data to the organization.
- Manage subcontractors and procurement of contract non-labor resources.
- Lead conflict resolution discussions, as needed, across multi-stakeholder teams.
Skills
- Strong oral and written communication skills
- Knowledge and experience on performance evaluation and change management principles.
- Ability to perform work within specific timeframes and adhere to deadlines.
- Must be proficient in MS Office.
- Experience with Deltek, MAS 200, or equivalent preferred.
- Familiarity with NASA standards and specifications.
Experience / Education
- Requires BA / BS degree and at least 5 years’ experience with NASA financial reporting; including 533s.
- A combination of education, training, or certification that provides the requisite knowledge, skills, and abilities may be substituted for the degree.
- Experience working with multi-discipline teams and customers.
- Experience with Government Contract Management is preferred.
Work Conditions
- This position is contingent on successful completion of security badging requirements which include but are not limited to background checks, and drug screening.
