    Reporting directly to the Charlotte Business Inclusion Officer, the Business Inclusion Manager occupies a central role in the strategic direction and operational execution within the Office of CBI.  This position demands a broad skill set, encompassing strategic planning, budget management, program development, and forging partnerships to enhance our diversity, equity, and inclusion (DEI) efforts in city contracting.     Major Duties and Responsibilities

    Strategic Leadership and DEI Advocacy: Support collaborative efforts with stakeholders to advance DEI in city spending, championing programs that promote race/gender neutrality and consciousness. Support development and implementation of comprehensive DEI strategies, initiatives, and action plans that align with the CBI's mission, informed by national supplier diversity best practices. Program Oversight and Development: Provide leadership support with directing and enhancing key CBI initiatives, including the Construction Bonding Program, ensuring they align with our strategic goals and DEI commitments. Leverage findings from Disparity Studies to adapt policies and create fair participation environments for MWSBEs. Compliance and Policy Innovation: Spearhead the development, evaluation, and revision of compliance processes, ensuring alignment with national supplier diversity best practices. Facilitate the modification of policies and procedures based on Disparity Study outcomes, enhancing program effectiveness. Provide supervision to CBI compliance team.  Project Engagement and Support: Actively engage in CBI projects to drive MWSBE participation, reflecting a commitment to diversity in city contracting. Performance Metrics and KPIs: Support with developing, tracking, and reporting on key performance indicators (KPIs) for CBI programming, using data analysis to drive strategic decisions and measure impact.

    Knowledge, Skills & Abilities

    Innovative Leadership: Demonstrated ability to lead, inspire, and achieve ambitious goals, fostering team success and program excellence. Procurement and Industry Expertise: Extensive knowledge of procurement practices, construction delivery methods, and the subtleties of business inclusion, backed by experience in applying national supplier diversity best practices. Analytical and Strategic Thinking: Proficient in data analysis, with a knack for translating metrics into actionable insights and strategic decisions. Effective Communication: Outstanding communication skills, capable of nurturing partnerships and promoting cohesive team dynamics. Deep understanding of construction & professional procurement practices and construction delivery methods (e.g., hard bid, CMAR, design-build, P3). Experience with business inclusion compliance, demonstrating the ability to lead and train on compliance measures effectively.

    Preferred Qualification

    National Supplier Diversity Best Practices: A proven track record in implementing and advocating for supplier diversity best practices at a national level. Certified Diversity Executive credential or equivalent, showcasing expertise in diversity and inclusion. A minimum of three years in supplier diversity management, including significant roles in community engagement and program management. Demonstrable experience in developing, implementing, and evaluating DEI strategies, compliance procedures, and achieving measurable success in supplier diversity.

    Minimum Qualifications

    Bachelor’s Degree in Business Administration, Public Administration, Law, Public Policy, or a related field and at least five (5) years of progressive, executive-level administrative experience or an equivalent blend of education and experience.

Final candidates must pass a pre-employment drug-screening test. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
