    Brief Summary of Job Duties:


    As UCSB implements a new enterprise-wide financial management tool (Oracle Financials), the Business Systems Analyst (BSA) will play a pivotal role in providing technical business support to the Office of Budget and Planning. The Oracle system that the BSA will work most closely on is Enterprise Performance Management (EPM), especially the budget and reporting module EPBCS (Enterprise Planning and Budgeting Cloud Service). The BSA will be joining before of our systems implementation and will have the opportunity to provide a deep impact on selecting and implementing software. The incumbent serves as a liaison between IT, EPM consultants, and Finance teams as we build a new data warehouse and design reporting and analytical tools that support financial decision-making.


    As part of this process, UCSB will be developing new campus-wide reporting and analytical tools. In conjunction with the Sr. Business Systems Analyst, the BSA will bring their technical skills to design and create these new reports and dashboards.


    Over the next few years, while we work on the launch of this system, this Analyst will also provide technical and reporting support for our existing systems, which include Microsoft's Power BI.


    In addition to the current ERP implementation, the BSA's role will include supporting the development and implementation of mission-critical financial analysis tools that will be widely used for financial analysis and reporting across UCSB. This position serves as a technical resource and works on accounting and data management projects of moderate to advanced complexity where analysis of accounting structure or data structure requires an in-depth evaluation of various factors.


    Key responsibilities for this role include the following:

    • Coordinate the design, modification, and implementation of financial systems, data solutions, and related systems and processes.

    • Collaborate with subject matter experts to understand, identify and select available and relevant sources of data for reporting and analyses.
    • Prepare and present comprehensive analyses, proposals, and recommendations.


    The ideal candidate has a medium to advanced level of proficiency in database and query tools (e.g. SQL, Excel, Access, Hyperion) and experience in enterprise-wide financial tools, especially Oracle financial systems, such as Enterprise Performance Management (EPM). The incumbent will also benefit from a solid understanding of financial and accounting principles. Given that the Office of Budget & Planning often works under deadlines and is implementing a new EPM system, the BSA will need to be comfortable working under deadlines, capable of handling multiple projects concurrently, and demonstrate prudence with sensitive and confidential issues.


    Required Qualifications:

    • Bachelor's degree in related area and / or equivalent experience / training
    • Three or more years of professional experience as a financial analyst, accountant, auditor, or computer programmer analyst, ideally with participation in the design of financial accounting systems. Required
    • Strong understanding of relational database concepts, database design, and enterprise resource planning systems.
    • Advanced skills and methodologies using data visualization and analysis tools such as Excel, Tableau, Hyperion, Enterprise Performance Management, Cognos, and PowerBI.
    • Deep knowledge of financial statements and accounting concepts and an eagerness to learn new technical and accounting skills.
    • Exceptional ability to think analytically and logically with a passion for data and technology to help support organizational challenges.
    • Experience cleaning and evaluating data sets for analytical consumption.
    • Prior coding experience in a modern software language is essential.
    • Skilled at explaining and summarizing technical information to non-technical people.
    • Self-motivated and works independently and as part of a team. Able to learn effectively and meet deadlines. Demonstrates problem-solving skills. Contributes to research, planning, and troubleshooting efforts.
    • Knowledge relating to software design and ability to contribute to system design work including exploration of new modules, integrations, and user interface designs.
    • Demonstrated testing and test planning skills.
    • Advanced knowledge of business and process analysis functions.
    • Advanced skills and methodologies associated with process and software design, modification and implementation.

    Job Functions and Percentages of Time:
    • 65% SYSTEMS ANALYSIS, ARCHITECTURE AND MAINTENANCE - Actively participates in Office of Budget & Planning Oracle Enterprise Performance Management implementation and liaises with IT regarding system updates and requirements. Provides technical support to designing financial reports for campus-wide use. Analyses and Architects complex custom databases and reports drawing from numerous internal campus data sources based on needs and strategic recommendations. Continuously and systematically reviews systems and processes, and assists in the identification of needs regarding system design and reporting to comply with changes to downstream systems, polices, and control requirements. Collaborates with division and campus partners to plan, design, test, and implement analytical systems. Works on issues that impact project success while addressing future concepts of dependent systems at various stages of systems development life cycle. Participates in multiple cross-functional teams to address complex business and systems issues. Creates functional specifications and reviews technical specifications. Creates test scripts and plans for implementing new systems, upgrades, and process improvements. Troubleshoots issues and test resolutions to approve for production environment. Creates training documents and scenarios for systems integration and user acceptance testing. Supports the formulation and definition of systems' scope and objectives. Analyses business processes and problems to understand and validate functional business requirements to meet end-user needs. Gather, analyze and document functional business requirements. Utilize Lean principles to make informed recommendations for business process improvement prior to implementation of technical solutions. Works closely with application developers to help determine any new requirements or modifications to software systems.

    • 35% ANALYTICS AND SPECIAL REPORTS - Supports for the resource planning and management functions of the Office of Budget & Planning as it relates to developing structures for tracking and databases to organize information. For example: 1) Long Range Financial Planning: Assists in the development of database tools to evaluate financial performance and perform supporting analysis that will be used by senior management. 2) Commitment Tracking and Analysis: Assists in the development of database tools to assist in the evaluation of campus commitments. 3) Dashboards: Create dashboards to better understand information, such as a campus-wide dashboard for our Income & Recharge. 4) Ad hoc analyses that require complex accounting and financial data in support of business decisions and to complete crosswalks between accounting, budget and cash position.
