    The Opportunity:

    As a Business Analyst, you will serve as a liaison between technical team members, business team members, customers, partners, and stakeholders to gather business requirements, ensure quality systems with detailed testing, provide analysis, and support decision-making and project management in the agency. This position will support the CORE: Pension Administration Modernization (PAM) project.

    Duties

    Some of what you’ll do:
    As part of the CORE: PAM project, this position will support the agency in the execution phase of the project and collaborate with the project team to:


    • Continue to manage requirements throughout the project’s life cycle
    • Continue refinement of acceptance criteria
    • Ensure configurations meet the requirements
    • Create test scripts and conduct system testing
    • Provide User Acceptance Testing support
    • Provide support with the implementation of the MOTS solution, as needed
    • Provide end user support once the new system is implemented
    NOTE: This is a hybrid position and you may be required to be in the office one day a week at the discretion of the Appointing Authority and with a telework agreement in place. The ability to work remotely is dependent on the nature of the tasks and projects assigned and the presence of a remote work environment that is safe and has an appropriate level of connectivity. You must be able to commute to the DRS building in Tumwater, WA, and must be willing to adjust your telework schedule to attend mandatory meetings, trainings, etc., at the DRS facility.

    Qualifications

    What we’re looking for (required qualifications):

    • Proven experience with estimating level of effort, eliciting, documenting, analyzing, and managing business requirements, developing acceptance criteria, creating design documents, developing test scripts, and coordinating user acceptance testing. This experience is typically gained from a minimum of three (3) years of full-time professional experience;
    • Demonstrated skill and proficiency in the use of Microsoft products including Word, Excel, Visio, and SharePoint (version 2016 or newer);
    • Proven experience applying the Business Analysis Body of Knowledge (BABOK) techniques;
    • Proficiency in analyzing and resolving complex business and system problems;
    • Established knowledge of Software Development Lifecycle; and
    • Demonstrated proficiency in the following competency areas:

Uses data and information in a clear and rational thought process to assess and understand issues, evaluate options, form accurate conclusions, and make recommendations/decisions.

    Analyzes problem to identify the root cause(s). Evaluates possible courses of action; uses reason, logic, and creativity to reach conclusions. Develops timely, effective solutions that take into consideration alternatives, risks, and consequences in relation to organizational goals, resources, and constraints.

    Maintains effectiveness when experiencing major changes in work tasks or the work environment. Adapts easily to changing business needs, adjusting effectively to work within new structures, processes, requirements, or cultures to achieve successful solutions. Demonstrates openness to new and different ways of doing things.

    Plans and organizes time and resources efficiently. Follows processes and procedures in the completion of work. Carefully monitors the details and quality of work and double-checks work product to ensure accuracy and consistency.
