    The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $113,400 - $222,600. The budgeted salary range that the University reasonably expects to pay for this position is $120,000 - $165,000.

    The ideal candidate is an experienced professional with a full understanding of project and change management in support of senior leaders of the Office of Medical Education infrastructure and programs. To be successful, the incumbent will need strong organizational and communications skills and experience supporting senior leaders of complex programs. The candidate will have project management experience in which the individual has demonstrated sound judgment in working with leaders and key stakeholders to achieve project goals. This position will be part of a matrixed structure reporting to the Interim Director, UME, and SJV PRIME Senior Program Manager, as well as support UC Merced-based OIT project leads.

    About The Office of Medical Education

    UC Merced has enjoyed rapid growth and expansion since its founding in 2005 and is now positioning itself to deliver medical education in the Valley. The formal placement of medical education efforts in the Office of the Provost and Executive Vice Chancellor has positioned the program to build a strong infrastructure to create health education and training partnerships and opportunities to train future health care providers who will remain and practice in the San Joaquin Valley.

    One such partnership is the formation of the San Joaquin Valley Program in Medical Education (SJV PRIME), a four-year medical education program, which started in 2011. Building on the early success of the SJV PRIME program, we are now poised to expand the program to an eight-year BS/MD program (SJV PRIME ) through a partnership between UCSF, its regional clinical campus UCSF Fresno, and UC Merced.

    The SJV PRIME program is a multi-campus Baccalaureate/MD program designed to expand high-quality medical education in the San Joaquin Valley. The program will recruit, educate, and support future physicians to serve the communities of the San Joaquin Valley. The eight-year program will take place entirely in the San Joaquin Valley with the goal of increasing the likelihood that graduates enter residency programs in the region and remain locally to practice and care for Valley community members.

    The San Joaquin Valley (SJV) Baccalaureate/MD program will leverage the power of three UC campuses (UCSF, UCSF Fresno, and UC Merced) to increase the size and diversity of the physician workforce that will be representative of the community they will serve.


    About the Job

    Involves conceptualization, planning, designing and implementing complete and integrated information technology (IT) solutions for campus, medical center or Office of the President initiatives, departments or the entire campus, medical center or Office of the President. Work is based on implementing the vision of top management to establish IT conceptual architecture that is time independent but allows for implementation of specific technologies over time with ability to smoothly transition technology changes. Demonstrates keen understanding of departmental, campus wide, medical center, Office of the President, institution-wide and / or multi-organizational needs and long-term goals. Research and prototype emerging technologies and approaches. Works on issues that impact project success or address future concepts, products or technologies. Understands and coordinates with campus, medical center or Office of the President initiatives when appropriate, as well as various IT technology standards, best practices and strategies for infrastructure growth. Often serves as consultant to related management efforts.

    This role will participate in design discussions, build integrations, conduct code reviews and architect solutions, and deliver successful business capabilities. The ideal candidate will be a team player who oversees the team's functionality and technology, often taking on roles such as project leader responsible for overseeing all team activities. A strategist accountable for deciding how to approach technical and operational tasks. An organizer accountable for keeping track of and structuring various tasks, employees, users, and documents, and a goal setter responsible for following through on projects and established deliverables. Lead and participate in large-scale projects to support the strategic goals of the university, including enrollment growth, expanding the research enterprise, and medical education.

    Key Responsibilities:

    1) Designs and defines IT system architecture for integration and digital transformation of multiple platforms, operating systems, and applications across the enterprise. Develops and documents the framework for integration and implementation of changes to technical standards. Develops and manages an architecture governance process.

    2) Determines systems specifications, Input/Output processes, and working parameters for hardware / software compatibility and maintenance of system security. Coordinates design of subsystems and integration of the total system.

    3) Serves as the product manager for digital transformation and integration technologies such as Hyland Onbase, DocuSign, SalesForce, MuleSoft, Postman, and Informatica. Defines enterprise information architecture by analyzing requirements; determines systems architecture, components, and technologies; studies business operations and user-interface requirements; and directs database development.

    4) Develops architectural policies/procedures for use in conducting enterprise system operations and analyzes their overall effectiveness to ensure best practices are incorporated to meet the organization's strategic goals. Develops architecture documentation, including business objectives, foundation principles, schematics, guidelines, standards, interoperability, and compliance.

    5) Collaborates with staff and management on establishing business goals; reviews new and existing IT projects, systems designs, and plans, and conducts research on emerging technologies to support infrastructure changes. Hire and manage technical talent; coach and counsel team members. Defines individual performance objectives and development plans and ensures alignment with organizational objectives. Appraise and evaluate team and individual performance.

    Qualifications

    • * Bachelor's degree in related area (required); or
    • * Advanced degree in related area (preferred); and
    • * 5 years of related experience (required); and
    • * 7 years of experience working with an enterprise integration platform (required); and
    • * 3 years of experience implementing batch and real-time integrations (preferred); and
    • * 3 years of experience leading an integration team (preferred).

    Critical Knowledge, Skills, and Competencies:

    • * Working knowledge of SaaS platforms like Salesforce, Oracle, PeopleSoft, IDM, and MarketingCloud.
    • * Requires knowledge of Enterprise Architectural principles, theories, and concepts.
    • * Thorough knowledge relating to the design and development of IT architecture across the organization.
    • * Demonstrated ability to effectively communicate with executive-level management on a regular basis.
    • * Experience in the development of large-scale systems that support mission-critical IT environments.
    • * Demonstrated ability to build and deliver technology strategy and solutions across multiple functions in a complex environment.
