    Job Duties/Scope Of Work
    OUR TEAM:
    The Workforce Solutions team administers benefits and compensation, talent acquisition, employee development, employee and labor relations, and all other Human Resources functions as part of an overall commitment to maintain a highly skilled workforce.

    JOB SUMMARY:
    This position resides within the Workforce Resources and Development (WRD) department and will support the expansion and increased demand for employee development services and programs.

    The selected candidate will report to the WRD manager but may also receive direction from the WRD team lead, as needed. This position resides within a highly complex, challenging, and fast-paced environment, and has a high level of autonomy. To be successful in this position, the selected candidate must demonstrate a high degree of initiative and be able to implement development programs from concept to delivery, while interfacing with HMIS senior leadership and meeting schedule-based milestones and time-sensitive deadlines.

    To be successful, the candidate selected for this position must utilize a proactive approach to oversee the expansion and implementation of new organizational development initiatives, including leadership development programs, while championing our services as the site integrator for other Hanford contractors (OHCs).

    The selected candidate must be able to perform all of the following essential job duties:
    • Oversee and manage the administration of multiple development, recognition, and training programs that include, but are not limited to: Company Service Awards and recognition programs, the HMIS education reimbursement program, the HMIS mentoring program, and various leadership development/training programs.
    • Proactively evaluate current employee development programs and propose new development initiatives to HMIS senior leadership.
    • Initiate and facilitate meetings with all levels of management and create project schedules/timelines, based on employee development needs and objectives.
    • Construct and implement customized, ad hoc development and training curriculum, tailored upon request from managers or other customers.
    • Contracts administration activity, including but not limited to:
    • Manage contract activity during the coordination of outside support from external vendors and resources, as needed.
    • Develop statements of work.
    • Review and approve vendor invoices.
    • Certify HMIS employees to be fully qualified Development Dimensions International (DDI) instructors and provide coaching, development, and guidance to HMIS certified instructors during facilitation of classes.
    • Provide day-to-day performance management guidance to leadership (e.g. coaching, counseling, and guidance on employee development and strategic resource management goals and objectives.)
    • Manage maintenance of and updates to the company's succession planning process and incorporation of development platforms that enhance the readiness of successors for key or critical roles in the company.

    Other job duties of this position will include:
    • Introduce and champion company-supported outreach and community involvement initiatives and oversee resources/support needed during implementation.
    • Interface daily with all levels of management and employees, including senior leaders, legal counsel, represented employees, Department of Energy (DOE) representatives, and other stakeholders.
    • Facilitate organizational development and leadership development classes for both employees and managers, as needed.
    • Maintain effective working relationships with teammates in other WFS departments, including Workforce Rewards & Support, Workforce Relations, Labor Relations and Workforce Engagement & Legacy Benefits, and collaborate on shared tasks.
    • Maintain knowledge of current laws, regulations, policies, procedures, and collective bargaining agreements, as applicable to area of expertise.

    Basic Qualifications
    * Bachelor's degree plus at least 8 years of related experience in employee/organizational development, training, or related capacity - OR - an equivalent combination of education and experience.
    • Progressive experience in employee/organizational development, training, or similar capacity.
    • Prior experience in a leadership capacity (project manager, program manager, supervisor, lead, etc.)
    • Ability to oversee other team members and provide direction to employees supporting HMIS leadership development initiatives.
    • The successful candidate must be able to articulate information and facilitate conversations in a classroom and/or virtual setting.
    • Must be able to manage a heavy workload within a fast-paced environment, meet multiple deadlines and be responsive to ever-changing priorities.
    • Ability to communicate clearly and concisely, both verbally and in writing on all levels.
    • Detail-oriented with strong organizational skills and the ability to support multiple tasks and assignments.
    • Ability to build and maintain successful working relationships with stakeholders and coworkers.
    • Strong analytical and problem-solving skills.
    • Ability to appropriately maintain high levels of confidentiality and protect Official Use Only (OUO) sensitive information.
    • Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.

    • NOTE - This position entails assuming some work scope associated with contract management, including the administration of current/established contracts. As such, the selected candidate assuming this role will be expected to complete their BTR qualification within 6 months of their start date.

    Desired Qualifications
    * Previous experience within a Human Resources department desired, but not required for consideration.
    • Demonstrated success in training and coaching desired, but not required for consideration.

    Compensation & Benefits
    Grade 18: $104,175 to $131,425
    Grade 19: $114,475 to $144,325
    Grade 20: $126,025 to $158,875
