SUMMARY
General Description: Responsible to the Deputy Director – Services for the planning, development, and direction of all assigned programs.
Responsibilities and Duties: Develops a comprehensive service delivery system in the assigned program(s). Implements services and programs approved through the Board planning and budgeting process. Controls expenditures in accordance with budget allocations. Manages programs to insure that implementation and prescribed activities are carried out in accordance with specified objectives.
Coordinates directly, or through managerial personnel, activities concerned with implementation and the carrying out of objectives of assigned board wide responsibilities. Supervises directly or indirectly the activities of those involved in the program he/she directs, ensures that work is assigned, that schedules are set, and that program delivery systems are efficient. Carries out evaluations designed to assess and improve agency services in cooperation with the administrative staff. Coordinates his/her program of service efforts with other Program Directors so as to avoid duplication and overlap. Works with the
Management Team to formulate long range plans, develop needed services, establish priorities and coordinate efforts in service development and delivery. Works with non-mental health agency staff in coordinating the major program services with other community agency programs. Develops cooperative agreements and policies between state and local agencies.

EMPLOYMENT STANDARDS
General Education
College: Master's Degree
Job-Related Experience: 5 years mental health experience and 2 years supervision experience.
Licenses, etc.: Certified Social Worker, Licensed or Limited Licensed Psychologist,
Licensed Professional Counselor preferred. Valid driver's license required while operating vehicle while on agency business.
CONDITIONS OF EMPLOYMENT
Knowledge: Knowledge of administrative and management techniques. Knowledge of community processes including political mechanisms and statutory requirements of other community agencies delivering human services. Knowledge of the principles and techniques utilized by various mental health disciplines in carrying out service programs. Knowledge of the characteristics and social aspects of mental and emotional disturbances. Knowledge of the different processes in organizing communities for specific task purposes.
Skills: Skills in use of office equipment such as a dictaphone and computer including spreadsheet and database software.
Abilities: Ability to understand and relate well to multiple mental health disciplines. Ability to plan and organize work in maintaining and developing the services of the major program area. Ability to write and speak effectively. Ability to supervise a wide range of professional, para-professional, and volunteer personnel. Ability to exercise considerable independent and mature judgment in carrying out the duties and responsibilities of the position. Ability to work with different community systems. Ability to communicate effectively and relate positively to colleagues and members of other community agencies.
Ability to give public presentations and promote a positive public image.
Physical Demands: Work is generally sedentary.
Work Environment: Work is performed in a typical office environment. Some travel may be required.
