    GENERAL PURPOSE

    Administer direct functions and programs of a multi-disciplinary municipal recreational services system and provide executive-level assistance and policy analysis to the Department Executive Director. Plan, direct, and manage the service operations, budgets and personnel of multiple divisions; work is performed with considerable independence and latitude to allow professional judgment to be exercised in providing leadership and making decisions. Responsible for indirect management oversight of the following divisions: Parks, Recreation and direct supervision over Accounting Specialist.

    The employee directly supervises one (1) employee.

    Essential Duties

    CORE COMPETENCIES:
    Assists the Executive Director in managing the operations and direction for the department within the context of established strategic goals and objectives.

    Assists the Executive Director in developing and maintaining policies and regulations pertaining to parks and recreation services; ensures compliance with all local, state and federal regulations and laws governing department activities.

    Manages and monitors a variety of operations to ensure success and implementation of City and departmental objectives.

    Assists the Executive Director in evaluating and improving existing programs and services, and in initiating new services as required to meet customer needs.

    Reviews diverse divisional programs to set and adjust priorities and policies.

    Establishes and monitors management controls for administration, human resources and fiscal procedures.

    Prepares and helps administer operational budgets, and forecasts department revenues and expenses; oversees multiple funds including capital improvement project funds.

    Assists in identifying and accessing resources to improve overall service delivery effectiveness.

    Attends public meetings (boards, commissions, City Council, neighborhood groups, etc.) and professional conferences as representative of the department.

    Identifies and responds to community concerns consistent with established policies.

    Represents the City and department at public meetings and staff conferences. Assists the Executive Director in administering and overseeing service contracts,
    use/management agreements, and other similar documents pertinent to the operation of a municipal park system.

    Prepares business planning reports, memoranda and correspondence on departmental policies and activities.

    Serves as a member of various employee committees, as assigned.

    General legal liabilities and responsibilities for recreation staff.

    Demonstrate sound independent judgment and can provide solutions to project issues and job tasks.

    Ability to build commitment in employees to carry out the vision of the City and Department.

    Ability to establish and maintain effective working relationships within the organization and foster a team building climate.

    Manage assigned budget and departmental projects.

    Hire, train, supervise and evaluate the performance of assigned personnel.

    Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

    Prepares grant applications as applicable to strategic plans. Maintains regular and reliable attendance.

    Possesses and maintains a valid driver’s license and comply with City of Killeen driving policy.


    Required Minimum Qualifications

    Required minimum qualifications
    Education and Experience:
    • Bachelor's Degree in Parks and Recreation Management, Business Administration, or related field is required.
    • Five (5) years' experience directing a Parks and Recreation department, or equivalent municipal management experience, is required.
    • Graduate degree preferred
    • Preferred affiliation with state and/or national parks and recreation agencies i.e. TRAPS and the NRPA
    Knowledge, Skills and Abilities:
    • Thorough knowledge of the principles and practices of community recreation programming;
    • Thorough knowledge of equipment and facilities required in a comprehensive community recreation program
    • Extensive knowledge of the principles and practices of maintenance, construction, and use of public building and facilities;
    • Working knowledge of the principles and practices of office management, work organization, and supervision.
    • Skill in operation of listed tools and equipment.
    • Ability to plan, organize, coordinate and implement a comprehensive community recreation program;
    • Ability to coordinate, analyze, and utilize a variety of reports and records;
    • Ability to communicate effectively, verbally and in writing;
    • Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, and the public.

    SPECIAL REQUIREMENTS

    Must have a valid driver's license or obtain one by date of hire.

    Must have a Texas Driver's license within 60 days of hire.
    TOOLS AND EQUIPMENT USED
    Personal computer, including word processing software; calculator; copy and fax machines; phone; mobile or portable radio; automobile; Kroy machine; typewriter; overhead projector; various sports equipment used in recreation programs. Safety equipment as required.
