Capacity Planner plans, measures, and monitors operating limits and capacities of an organization. Forecasts and plans capacity requirements to ensure alignment with department or unit and determine variance from production schedules, resource levels, and inventory demand. Being a Capacity Planner identifies and troubleshoots production issues or bottlenecks that impact plant capacity. Coordinates with internal stakeholders like engineering, sales, and marketing to understand and develop current and forecasted plans. Additionally, Capacity Planner utilizes manufacturing data and reports to drive key insights into efficiency, production rate, and other performance metrics. Produces reports that evaluate plant capacity and identify areas needing improvement. Recommends process and equipment improvements to optimize production capabilities. Requires a bachelor's degree. Typically reports to a supervisor. The Capacity Planner occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     The position has a retirement association with the Public Employee's Retirement System (PERS).Job RequirementsThe following are required : * Bachelor's degree from an accredited college or university.

    Equivalent experience in facilities planning and participation in a recognized Facilities Planning Certificate Program may be considered in lieu of the degree requirement.

    • At least six years experience planning capital improvement projects for multi-facility campuses.* Proficient with Microsoft Outlook, Word, PowerPoint, Access Database, Project, and Excel* Experience with facility condition assessment and software.
    • Certified Facility / Infrastructure Assessor. Understands the assessment methodology and data management; knows how to assess building, develop assets, systems and requirements;

    knows how to estimate a system replacement cost and requirement costs.* Ability to plan, organize, coordinate, and facilitate multiple activities.

    • Ability to plan and estimate construction projects utilizing the Department of Education & Early Development (DEED) cost model.
    • Excellent public speaking and communication skills. May present planning status to open / public forums. Represents the Capital Planning & Construction Department on highly visible projects.
    • Ability to perform and to interpret statistical calculations and calculate spatial relationships.* Ability to compare, count, differentiate, measure and / or sort, as well as assemble, copy, record and transcribe data and information.
    • Ability to classify, compute, tabulate and categorize data.* Knowledge of architectural, structural, electrical, and mechanical systems and construction methods.
    • Ability to establish and maintain productive working relationships with all levels of management and other ASD staff.* Ability to work professionally, effectively and creditably with members of the community.

    The following are preferred : * Accredited Learning Environment Planner or Advanced Academy certification* Familiar with Anchorage School District education specification and regulations addressing school design and construction.

    • Familiar with the Americans with Disabilities Act.* Familiar with local governmental operations (MOA, Assembly, School Board, etc )* Familiar with DEED programs and forms* Familiar with long range facilities planning strategies and tools* Familiar with planning information sources and research techniquesEssential Job Functions* Assists Capital Planning & Construction Director in identifying capital projects and obtain State and local agency approval.
    • Works closely with ASD administrators, department heads, and Operations and Maintenance Department personnel to develop the 6-year Capital Improvement Plan and maintain the Capital Planning Assessment Management System (CPMS).
    • Prepares student enrollment projections, school capacities and other Capital Improvement Plan related info.* Works with City and County Planning agencies to ensure that adequate future school facilities are included in general and specific community plans.
    • Works with interns, project managers, and engineering assistants.* Researches and applies district policy, materials, opinions and trends regarding planning matters.
    • Researches and responds to inquiries regarding aspects of the district's capital program.* Develops reports from researched material, providing information and recommendations relative to facilities planning, including reports to the school board.
    • Updates and maintains the facility condition database; runs information reports for both planning and design; runs and develops Rough Order Magnitude estimates for budget funding scenarios.
    • Prepares facility requirement projections to establish eligibility for specific construction or renovation projects.* Develops DEED grant and reimbursement applications, for construction and renovation projects.
    • Coordinates with local government on extensions, revisions, and development of land lease agreements.* Coordinates with local government on potential impacts to ASD from development across the Municipality.
    • Provides services and information to architects, governmental agencies, utilities, ASD administration, and the Anchorage School Board.
    • Prepares project planning charters with Rough Order Magnitude cost estimates.* Participates with architects in developing designs of individual projects.
    • Reviews materials, methods, and systems or suitability for use in ASD construction.* Investigates new construction methods and procedures and evaluates their suitability for ASD construction.
    • Communicates effectively and provide information in concise and comprehensible verbal and written forms.* Works cooperatively and effectively with developers, contractors, architects and others in the course of performing work.
    • Generates technical documentation and correspondence on behalf of ASD.* Coordinates condition assessments and oversees the management of the district's relocatable classrooms.
    • Maintains close liaison with DEED regarding most current policy and procedural changes and their impact on district projects.
    • Maintains locally formatted documents reflecting approval, design and construction status of all district projects.* Reviews and analyzes contracts for professional services.
    • Analyzes data and information using established criteria, in order to determine consequences and to identify and select alternatives.
    • Advises and provides interpretation to others how to apply policies, procedures and standards to specific situations.* Utilizes a variety of advisory data information such as budgets, variety of plans, ordinances, environmental guidelines, personnel guidebook, maps, technical operating manuals, statutes, procedures, guidelines, non-routine correspondence and engineering manuals.

    Physical / Mental DemandsThe physical demands of this job require frequent standing, walking, sitting, speaking and hearing.

    Specific visual abilities are also required. The employee is regularly required to reach with his / her hands and arms and occasionally lift items weighing less than 40 lbs.
