Capacity Planning Supervisor leads a capacity planning team to plan and monitor an organization's operating limits and capacities. Forecasts and plans capacity requirements to align with production schedules, resource levels, and inventory demand. Being a Capacity Planning Supervisor identifies and troubleshoots production issues or bottlenecks that impact plant capacity. Coordinates with internal stakeholders to understand future plans and develop responsive capacity forecasting. Additionally, Capacity Planning Supervisor utilizes production metrics and manufacturing research to develop insights on processes or equipment and recommend improvements. Requires a bachelor's degree. Typically reports to a manager. The Capacity Planning Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Capacity Planning Supervisor typically requires 3-5 years experience in the related area as an individual contributor. Oversees the development and implementation of comprehensive current and long range master planning. Oversees the enforcement of town regulations and codes.

    EXAMPLE OF DUTIES
    Directs the Planning Department; develops, implements, evaluates and revises department policies, practices, priorities, methods and procedures in order to improve efficiency and effectiveness of planning functions; serves as administrative advisor and liaison to town council, planning boards and commissions; receives directives, implements options and strategies; coordinates personnel, contractors, consultants and resources as needed to accomplish projects and programs; provides information and assists developers, the business community and the public on land use, planning and development related matters.Prepares meeting agendas; participates in public meetings and hearings as needed to solicit public response and apprise of policy and project options; educates the public through media, reports, public meetings and presentations.Delegates staff assignments and monitors work quality; evaluates performance; initiates corrective action as needed; initiates various personnel actions such as recruitment, advancement, discipline and discharge; hires and fires.Coordinates neighborhood and/or public meetings and surveys that may be required for special programs, events or projects; coordinates planning and department activities with other departments, divisions and other outside agencies and organizations; coordinates projects with the building division and other relevant departments.Maintains on-going comprehensive planning processes and procedures; identifies alternatives for converting policy ideas into action plans affecting town development, expansion, transportation and related public programs; assists in the preparation, solicitation, review and administration of contracts for various services funded by the TownProcesses petitions and other information associated with annexations; serves as a public relations officer for the town by answering inquiries and complaints, and working with the news media; meets and confers with elected and appointed officials, other government agencies, community and business representatives and the general public on various aspects of planning and zoning administration; issues ordinance interpretations.Reviews subdivision & site plans for code compliance; distributes plans to various departments as needed to complete the review process; maintains a record of all reviews and forwards all recommendations to Planning Commission and/or Town Council; determines, verifies, and collects required water rights; records plats, deeds, agreements, and ordinances with the county Clerk & Recorders Office.Directs or conducts feasibility studies; completes current and long-range planning studies with required research and analysis of social and economic trends, land-use and population data, and completes reports with recommendations on possible implementation suggestions; public presentations will be required; reviews and updates ordinances affecting planning, zoning, signage, land use, development, annexations, and related departmental areas; coordinates projects with other departments or governmental agencies; conducts public meetings to determine public policy preferences and establish policies and goals; reviews and amends town master plan based upon established goals and policies.Creates new maps for Planning and other departments; maintains various computer-aided documents and maps; conducts field inspections on development proposals, land-use issues, surveys, planning studies and other projects.Prepares and submits division budgets; monitors fiscal activity to assure conformity with established budget constraints; prepares grant proposals; implements administrative processes as needed to comply with grant conditions; monitors grant compliance to assure effective working relationships with funding agencies.Meets with public, developers, entrepreneurs, and contractors; discusses planning, zoning, and development issues; interprets information in town ordinances pertaining to department responsibilities; reviews site plans, conditional use permits, re-zoning applications, etc.; distributes plans to various town personnel for review and input; review development applications and proposals and provides zoning, land-use and other code information to developers, property owners, contractors and the general public; processes land-use applications and submissions and coordinates reviews in accordance with Town regulations; updates, revises, and drafts ordinances and resolutions relating to land use and growth management.Develops local historic preservation programs and serves as the Historic Preservation Officer for the Historic Preservation Board and the Certified Local Government program, including coordinating and attending board meetings, completing tasks, assignments, processing tax credit applications, and any other duties delegated by the board; ensures the board is in compliance with regulations and ordinances.Ensures the hiring of staff capable of delivering services to maintain department operations by providing managerial leadership and supervision to subordinates; recommends selection of staff; provides training and evaluates subordinates performance; offers technical assistance to staff on more complex problems; oversees departmental personnel practices, reviews and approves disciplinary decisions of subordinates; provides staff development in areas of functional specialization.Other related duties as required.

    SUPPLEMENTAL INFORMATION
    Thorough knowledge of legal system and procedures affecting planning, zoning and related operations of the town; principles and practices related to local government planning and zoning, economics, sociology and community organization as applied to urban planning; planning and zoning and subdivision law, theory and application; the relationship between factors affecting urban planning policy, such as economic, political, sociological, legal, etc.; local government structure and operations, including the budgetary procedures and fiscal management; research methodology, statistical analysis and evaluation of research data; land use, zoning, federal, state, and local laws; interpersonal communication skills. Working knowledge of principles of supervision and work flow management.Considerable Skill in the art of diplomacy and cooperative problem solving.Ability to administer a comprehensive work program; interpret codes accurately and effectively; prepare and present budget estimates; enforce regulations with fairness, tact, and impartiality; communicate effectively verbally and in writing; plan and organize comprehensive research studies; prepare and present technical reports; establish and maintain effective relationship with co-workers, other government entities, the public, and elected officials; perform advanced mathematical calculations; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public.
