Capacity Planning Supervisor leads a capacity planning team to plan and monitor an organization's operating limits and capacities. Forecasts and plans capacity requirements to align with production schedules, resource levels, and inventory demand. Being a Capacity Planning Supervisor identifies and troubleshoots production issues or bottlenecks that impact plant capacity. Coordinates with internal stakeholders to understand future plans and develop responsive capacity forecasting. Additionally, Capacity Planning Supervisor utilizes production metrics and manufacturing research to develop insights on processes or equipment and recommend improvements. Requires a bachelor's degree. Typically reports to a manager. The Capacity Planning Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. ADMINISTRATOR OF PLANNING

GENERAL PURPOSE
This position performs difficult professional and administrative work in the administration of the Planning Office, which includes overseeing staff and preparing the School Board's Capital Improvement Plan to include enrollment projections, attendance zone analysis, and instructional space planning. Work is performed under general supervision. Supervision is exercised over subordinate professional staff.
ESSENTIAL JOB FUNCTIONS
· Plans, coordinates, writes and presents the Capital Improvement Plan.
· Represents the school district before public and governmental bodies, including School Board, City Council, Planning Commission, and civic groups, etc.
· Oversees, and is directly involved in the collection of data for, and preparation of, student enrollment projections.
· Evaluates and accounts for the impact of major influences on school construction needs, such as instructional program changes, changes in wetland guidelines, City Council growth management policies, storm water management requirements, etc.
· Collaborates with the City Planning Department to oversee and perform detailed development review for proposed residential rezoning and land use applications to determine student impact, space/fiscal impact on facilities and future expansions, and developer’s proffers to offset capital impact costs.
· Oversees the tracking of developer’s proffer funds to Schools and related quarterly reports.
· Oversees and monitors the tracking of residential development to determine the impact on school enrollment, and as it relates to the City’s Level of Service Policy.
· Provides supervision for the office’s comprehensive and robust G.I.S. (Geographic Information System) used to track student/attendance zone information, detailed residential development data, building floor plans to determine school capacity, etc.
· Monitors and reviews facility use to determine current and future space requirements and computes building capacities.
· Consults and advises school-based staff regarding space planning, program changes, proposed building modifications, and portable classroom location changes.
· Compares available classroom space to projected needs and adjusts current plans as needed.
· Collaborates with CPS staff and outside architectural firms to determine the appropriate space considerations for the construction of proposed building additions, modernizations, and new facilities.
· Identifies land for purchase of necessary construction projects, including all necessary background research, and coordination of legal and other professional services, according to School Board policy.
· Analyzes space requirements of each school and determines the acquisition and allocation of portable classrooms.
· Prepares statistical and background reports and attendance zone analyses presentations.
· Organizes and plans logistics related to public meetings.
· Participates in various RFP selection processes.
· Performs other related duties as required/assigned.
MINIMUM QUALIFICATIONS
· Bachelor’s Degree in Public Administration, Urban Planning, or a related field is required. Master’s Degree in Urban Planning or related field is a plus.
· At least five years of experience in planning, research, and statistical forecasting and modeling.
· Possession of or ability to acquire appropriate license(s), certificate(s), and/or endorsement(s) for position as required by the Commonwealth of Virginia and School Board.

· Work environment is primarily inside, where the noise and temperature levels are moderate; the worker is not subject to adverse environmental conditions.
