Capacity Planning Supervisor leads a capacity planning team to plan and monitor an organization's operating limits and capacities. Forecasts and plans capacity requirements to align with production schedules, resource levels, and inventory demand. Being a Capacity Planning Supervisor identifies and troubleshoots production issues or bottlenecks that impact plant capacity. Coordinates with internal stakeholders to understand future plans and develop responsive capacity forecasting. Additionally, Capacity Planning Supervisor utilizes production metrics and manufacturing research to develop insights on processes or equipment and recommend improvements. Requires a bachelor's degree. Typically reports to a manager. The Capacity Planning Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Capacity Planning Supervisor typically requires 3-5 years experience in the related area as an individual contributor.     SUMMARY OF JOB
    Assist with engineering planning, design and development and implementation of
    the Water Authority's asset management program. This role will collaborate with a
    multidisciplinary team of GIS specialists, construction crew, engineers, and utility
    planners to formulate short and long-term strategic water and wastewater system
    plans that address complex issues related to source water resiliency, system
    capacity for growth and development, and collection and distribution system
    rehabilitation and replacement. Bachelor's degree from an accredited college or
    university with a major in civil or environmental engineering or related field. Prior
    work/internship experiences in engineering design, water resources, hydraulics,
    computer modeling is strongly preferred. Possession of the Engineer-in-Training
    certificate is preferred.

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    Includes the following. Other duties may be assigned or scheduled.

    * Assists with the preparation of engineering planning studies for water and sewer
    distribution systems

    * Performs criticality analysis on water and wastewater assets and recommends
    rehabilitation and replacement decisions based on life-cycle cost and minimal
    disruption of service

    * Conducts and reviews system capacity evaluations associated with development
    requests, new service extensions and connections and other potential growth
    opportunities

    * Manages engineering planning projects and works with consultants to provide
    technical expertise on hydraulic and hydrologic modeling pertaining to system
    capacity evaluation and phasing of capital improvement projects.

    * Analyzes and visualizes complex datasets for decision making.

    * Assists with managing and conducting preliminary engineering designs, field
    survey and comprehensive condition assessment studies

    * Manages data for interactive dashboards and reporting

    * Prepares reports, meeting memos, presentations and other technical documents
    to communicate findings effectively

    * Interacts with external consultants and vendors on project-specific tasks

    * Provide timely project status updates to the team and upper management

    * Proficiently operates computer software including; project management
    information system, asset management and GIS systems, and Microsoft Word,
    Excel, & Power BI.

    * Prepares, coordinates, and implements traffic control measures when necessary
    for surveys.

    * Confers with department manager and/or director on problems encountered in
    assigned area.

    * Assists in the formulation of long-range programs for utility improvements.

    * Engages in engineering research.

    SUPERVISORY RESPONSIBILITIES
    May oversee the work of assigned employees.

    QUALIFICATIONS

    * Working knowledge or experience of water and/or sewer modeling (InfoWorks
    ICM, InfoWater Pro) is preferred but not required.

    * Working knowledge of ArcGIS, asset management and project management

    the water industry.

    * Knowledge of engineering theories, principles and practices related to planning,
    design, construction, and project management.

    * Working knowledge of equipment, materials, methods and procedures, safety
    standards and specifications used in water and sewer related activities.

    * Ability to be proactive and self-motivated to navigate and address new
    challenges as they arise.

    * Ability to adapt to changing project requirements, methodologies and tools and
    willingness to learn and stay updated with industry standard tools and
    technologies in utility planning and modeling.

    * Ability to develop, review and recommend processes and procedures for
    assigned area, identifying and discussing impact on assigned area, the division
    and the entire organization.

    * Ability to think logically and critically to tackle complex problems and derive
    innovative solutions.

    * Ability to effectively present information to management, public groups, and/or
    employees as necessary.

    * Ability to establish and maintain effective working relationships with co-workers,
    employees, other Water Authority departments and the general public.

    * Ability to work safely and comply with safety rules, operating and maintenance
    instructions, maps and procedure manuals.

    * Ability to write reports, correspondences and procedure manuals in a clear
    concise manner.

    * Ability to interpret an extensive variety of technical instructions in mathematical
    or diagram form and deal with several abstract and concrete variables

    * Ability to communicate technical concepts to technical and non-technical
    audiences.

    * Must possess and maintain a good work ethic concerning attendance,
    punctuality, positive attitude, meeting deadlines, being a team player and
    encouraging teamwork among employees.

    EDUCATION and/or EXPERIENCE
    Bachelor's degree from an accredited college or university with a major in civil or
    environmental engineering or related field. Prior work/internship experiences in
    engineering design, water resources, hydraulics, computer modeling is strongly
    preferred.

    CERTIFICATE, LICENSE, REGISTRATION REQUIREMENTS
    * Must possess a valid Virginia driver's license or have the ability to obtain one
    within 60 days of employment date. No more than six (6) demerit points on
    driving record if required to drive Water Authority vehicles.

    * Possession of the Engineer-in-Training certificate is preferred.
