    Manager is responsible for providing leadership for the cardiovascular service line in Western Montana for Billings Clinic. Develops objectives, policies, and procedures for department cost centers to formalize and implement the mission, vision, and values of Billings Clinic. Maintains the standards, customer relations, and practice in the cardiovascular service line. Accountabilities include quality of services; short- and long-range planning to achieve goals and objectives; fiscal control; physician and interdepartmental/intradepartmental relations; personnel management. Develops and executes initiatives in line with Billings Clinic System strategic plan to improve the Cardiac Diagnostic, Cardiac Interventional Programs, and Electrophysiology Programs.

    Essential Job Functions

    • Develops and oversees the cardiovascular service line for Billings Clinic Heart and Vascular. Scope of responsibility includes the following:
    Cardiac Catherization Lab (Including 24/7 STEMI Call Coverage)
    Electrophysiology Lab
    Inpatient and Outpatient Cardiac Diagnostics
    Outpatient Clinic
    Cardiac Rehab
    Outreach Clinics
    • In collaboration with the Regional Leadership and financial Teams, administration, physician leadership, and other health care providers, develops and implements short and long range plans, and leads, develops and revises programs which enhance clinic practice services, strengthen the rural delivery system, and enhance local and regional relationships.
    Provides leadership in developing, planning and implementing the clinic’s business plans andoversees the business and financial operations in close cooperation and teamwork with Regional Leadership and finance teams. In collaboration with the Physician Medical Director, develops and supports provider practices to include patient access, physician practice reports, revenue analysis, and billing/coding documentation.
    Develops and maintains community relationships as it relates to the continuum of care. Monitors clinic practice(s) medical activities and identifies trends, problems and/or issues. Responsible for developing and maintaining collaborative relationships with the affiliate and/or local community critical access hospital and acts as a liaison and advocate for the physicians and other medical providers who provide services there.
    Serves as a liaison and channel of communication between all Billings Clinic programs and services. Participates in the development of patient care delivery models and/or care programs, policies and procedures that describe how patient care needs and/or patient populations receiving care are assessed, evaluated and met. Identifies and coordinates outpatient outreach programs for needed specialty services in collaboration with the Outreach, Telemedicine and Physician referral team and with Regional Leadership and finance teams.
    Participates in the development and implementation of Billings Clinic’s plans for providing physician care to patients. Participates in the implementation of an effective, ongoing program to measure, assess and improve the quality of patient care. Monitors compliance to the plan and in cooperation with Regional Leadership and finance teams.
    Examines the possibilities of growth by identifying opportunities to enhance market position and organizational effectiveness
    • Leads the assigned clinic practice(s) in the overall marketing, program development, and service priorities. Coordinates with physicians and other Billings Clinic leadership to assure continuity in pursing service line/organizational goals and synergy in implementing plans and problem resolution.
    Supports community education and awareness by conducting public education programs, participation in health fairs and other events.
    Promotes the value of health care provided by the organization by creating effective public relations programs to differentiate and promote the services provided
    • Develops, implements, and maintains a realistic, cost-effective annual budget in close cooperation and teamwork with Regional Leadership and finance teams.
    Enhances operational effectiveness, emphasizing cost containment and enhancing patient access and increasing patient encounters without compromising quality of care or patient safety
    Participates in the managed care relationships, including monitoring of related reimbursement, negotiation with third party payers, provider credentialing and maintenance of contracts in close cooperation and teamwork with the Regional Leadership and finance teams.
    Monitors periodic financial statements measuring the relevant business activity and financial position of the assigned clinical practice(s) and the organization to ensure appropriate financial management
    In close cooperation and teamwork with Regional Leadership and finance teams, develops and presents financial analyses by employing a variety of techniques (modeling, forecasting, benchmarking, cost/benefit analysis, etc.) to enhance understanding and improve decision making
    In close cooperation and teamwork with the Regional Leadership and finance teams, establishes a system of controls by designing and enforcing checks and balances to minimize the risk of financial loss through appropriate encounter and charge capture, effective documentation and coding compliance, etc.
    In conjunction with the Legal Department, exercises due diligence throughout contract development, negotiations, and compliance by reviewing, analyzing, and consulting appropriate resources in order to diminish risk.
    Manages donated funds, grants and contracts appropriately.
    • Practices process improvement principles to assess and improve the quality of the service/care provided within the clinical practice(s). Maintains competency in all organizational, departmental and outside agency environmental, employee or patient safety standards relevant to job performance and ensures compliance of clinical practice and staff.
    Leads clinic practice(s) in compliance with all legal, regulatory and/or accreditation standards or guidelines and ensures quality of care standards are adhered to.
    • Develops, retains, recruits, and leads a talented team committed to accomplishing the goals and objectives of Billings Clinic. Recommends, implements, and evaluates plans and systems that assure a sufficient number of qualified and competent staff to provide care/services. Adheres to administrative policies and procedures relating to human resource management.
    Participates in physician and advanced practitioner recruitment and retention strategies and conducts assessments for expansion and/or replacement these individuals.
    • Demonstrates and encourages an ethic of open communication and teamwork throughout the organization. Builds an environment of shared commitment to Billings Clinic’s goals and responsibility to achieve quality outcomes. Provides consultation for related concerns and acts as a customer advocate by demonstrating sensitivity to ethical and legal ramifications of practice.
    • Participates in evaluation, selection and integration of health care technology and information management systems that support quality of care/financial needs and the efficient use of resources.
    Oversees on going information needs for the clinical practice(s) by querying involved users and evaluating the information systems capabilities to improve business performance
    Directs effective implementation plans, information systems maintenance, and provides access to training resources to continually improve performance
    Participates in the development of effective communication linkages through telecommunication and/or internet based technologies to ensure customer access, service and operational coordination
    • Performs other duties as assigned or needed to meet the needs of the department/organization.

    Minimum Qualifications
    Education


    • Minimum 4 Year / Bachelors Degree. Bachelor’s degree relevant to service area preferred

    Experience

    • 2-3 years of experience in service area
    • Minimum of 3 years Cardiac Cath lab experience.
    • Demonstrated management/leadership and program management skills related to the above tasks, knowledge, skills, and abilities.

    Certifications and Licenses

    • Must obtain and maintain minimum of 1 certification related to Cath lab or Healthcare leadership within 1 year of hire
    • Current licensure/certification in the State of Montana and/or Wyoming as appropriate or required for service line.
    • Current Montana/Wyoming driver’s license and the ability to be insured to operate Billings Clinic vehicles.

    Or an equivalent combination of education and experience relating to the above tasks, knowledge, skills and abilities will be considered. Employees that require a licensed or certification must be properly licensed/certified and the licensure/certification must be in good standing.
