Summary
The program director of American Indian OIC’s career services department is responsible for management and oversight of a portfolio of public grants and contracts that provide career counseling and work readiness supports to participants seeking entry, reentry, or advancement in the workforce. Program participants often experience barriers like criminal justice contact, poverty, limited work history, and low educational attainment. Under the leadership of the director, the department helps participants overcome these challenges so they can enter living wage careers and attain economic stability.
Duties & Responsibilities
· Manage core operations and workplans that result in the superior performance and positive outcomes of American Indian OIC’s career service programming
· Ensure the department delivers core program activities including outreach, assessment, work readiness, career counseling, barrier mitigation, education connection, job search and job placement support, and retention and advancement management.
· Oversee the development and management of relationships with employers that will hire AIOIC candidates, host participants for internships, participate in hiring events, and review training curricula and skills assessments.
· Monitor labor market data to ensure programming is in alignment with market needs.
· Ensure ongoing contract compliance and oversee the integration of new agency grants and contracts.
· Maintain a reporting calendar and develop data and narrative reports for regular submission to contract holders and AIOIC’s board of directors.
· Oversee program budgets and collaborate with finance staff on contract billing and financial reporting.
· Lead a team of program staff by conducting ongoing hiring, management, onboarding, professional development, and employee evaluation activities.
· Develop internal and external resource, referral, and recruiting relationships that advance participant outcomes.
· Serve as the first point of contact for departmental conflicts or complaints.
· Ensure accurate and timely entry of program data into internal and external databases.
· Serve as a key member of the agency’s leadership team and ensure the department’s outputs, outcomes, and practices are in alignment with American Indian OIC’s strategic vision and values.
· Represent AIOIC at partnership meetings, networking events, and professional development opportunities.

Qualifications
Required
· Cultural competency working in a diverse environment
· Three or more years related professional experience in public contract management and reporting
· Strong written and verbal communication skills
· A flexible and adaptable approach to work and ability to work both independently and as part of a team
· Proficiency using a personal computer, Microsoft Office/Office 365, and data systems
· Ability to conduct business in alignment with privacy and confidentiality protocols and policies
Preferred
· Understanding of Minnesota’s Indigenous communities, cultures, and practices
· Five or more years’ experience working in a human services role
· Bachelor’s degree or higher in human services, management, or applicable field
· Proficiency using the Workforce One database system
· Experience managing entry- and mid-level professionals
· A creative and analytical approach to achieving goals
· Demonstrated history of continuous improvement and growth

Compensation & Status
The director of career services is a full-time, exempt position and compensation starts at $80,000 annually. American Indian OIC’s office hours are Monday-Friday from 8:30am-4:30pm, however weekend and evening hours may be required occasionally. With supervisor approval, this position may be granted reasonable remote work privileges. This position qualifies for medical, dental, and retirement benefits. Up to five weeks of paid time off can be accrued during the first year of employment with increases in subsequent years. AIOIC also offers at least ten paid holidays annually. Free onsite parking is available, and the campus is easily accessible by bike, bus, and light rail.

American Indian OIC (AIOIC) was established in 1979 to address the education and employment disparities faced by Native American families living in and around South Minneapolis. The organization was founded as a career counseling provider, but now offers multi-faceted education and workforce development services through its alternative high school, Adult Basic Education program, job training center, and career counseling services. The goal of these programs is to give people the foundational education and support needed to pursue meaningful career opportunities. Although it was founded to serve people of Native descent, most of AIOIC’s programs are open to anyone regardless of race, creed, gender, religion, age, or sexual orientation. Annually, more than 1,000 people from the Twin Cities metropolitan area and affiliated with 40 distinct tribal nations from the US and Canada, utilize AIOIC’s services.
