MEDICAL CLINIC ADMIN COORDINATOR

    Inputs patient registration using the Resource Patient Management System (RPMS) through interviewing and assessing eligibility information. Prepares and tracks patient medical referrals and manages patient files at the Sandia Health Center.

    Major Duties and Responsibilities



    Patient Registration and Eligibility

    • Identifies patients who have, or are eligible for alternate resources, by screening and interviewing effectively during the registration process.
    • Interviews and documents patients eligible for Medicare, Medicaid and Private Insurance benefits to ensure they understand their entitlement in an Indian Health facility. Refers patients to Benefits Coordinator for enrollment into Alternate resources.
    • Interviews patients to obtain pertinent registration information including insurance information and authorizations to enable Indian Health Service Business Office to bill health care services provided by the clinic from all alternate resources including non-beneficiary services.
    • Assists patients in completing new or updated forms for the RPMS Patient Registration System.
    • Determines eligibility of patients seeking health care, who have not previously been treated at the facility, by obtaining the certificate of Indian Blood or other documentary proof of Indian Descent, according to the IHS guidelines of the Indian Health Care Improvement Act.
    • Identifies those patients whose health benefits are subject to prior approval to determine the extent of health care.
    • Obtains signatures for files on required forms for all alternate resources prior to patients being seen in the clinic for billing purposes and/or Contract Health eligibility.
    • Makes computer updates, makes necessary corrections and verifies data, necessary for accurate billing through the use of the RPMS Patient Registration System. Updates patient addressograph card data, with current alternate resources information.
    • Obtains the patient’s Third Party health cards, photocopies the health card for the patients health record, and explains the program to the beneficiaries; i.e. why Medicaid, Medicare and or Private/Commercial Insurance will be billed for the services they received at the this Indian Health Service facility, as mandated under the Federal Medical Care Recovery Act.
    • Ascertains whether the patient has received an explanation of the Health Insurance Portability and Accountability Act (HIPAA), either by direct mail or if they haven’t received the brochure, gives the patient one and acquires their signature on a form to be placed in the medical record. If patient refuses, indicates the refusal on the form.
    • Interviews patients to initiate a new health record or to activate a retired or stored record, entering all information into the RPMS Patient Registration System, and printing the appropriate forms.

    Medical Clerical

    • Maintains and manages the scheduling for the medical clinic and medical specialty services/clinics including Laboratory Nurse, Behavioral Health, Physical Therapy, Nutrition, Podiatry, Pharmacy and others, when applicable. Makes outbound appointment reminder calls at least 24 hours before appointment.
    • Serves as a medical receptionist for patients, visitors and general public, directly face to face or over the phone.
    • Obtains patient’s record from Health Information Management on each visit. Retrieves patient medical records for general /specialty appointments, Walk-ins, Urgent Care Clinic, or as requested by health care providers.
    • Maintains patient register logs.
    • Retrieves and reviews health records, analyzing the Electronic Health Record (EHR) for completion of actions involving laboratory, x-ray, pharmacy, referrals and necessary return clinic appointment.
    • Makes appointments for general and specialty clinics and enters appointments into the RPMS Patient Registration system at the time of patient contact. Notifies patients for return medical follow up as requested by the clinician, and for cancelled and/or rescheduled clinics.
    • Prepares referrals for specialty services through the RPMS system for patients. Records referrals approved by the contract health.
    • Files in proper chronological order, loose materials such as laboratory slips, x-ray and medical reports from other healthcare facilities, medical correspondence and referrals.
    • Re-files patient medical records in terminal digit order.
    • Under the Privacy Act and HIPAA maintains the privacy and confidentiality of patient records according to PHS-IHS standards and regulations.
    • Participates in special projects to retire records yearly according to IHS procedure including index, box and retrieve records. Prepares forms necessary to acquire accession numbers to have records shipped and accepted by the National Records Center.

    Other Information Management


    • Manages Release of Information (ROI) requests from SSI, insurance companies, patient requests, etc. Includes receiving signed copies of request, validates and copies information requested, inputs requestor information into ROI within the RPMS system and obtains a ROI # assigned to each request. Notes ROI # and the number of pages to be sent on the signed and dated release form. Completes a collection voucher with the cost of the requested records and faxes to the requestor. Ensures payment prior to the release of requested documents via fax or mail.
    • Prepares and submits weekly clinic activity reports to Health Center Director.
    • Prepares purchase requisitions for medical clinic and submits to Health Center Business Office for review and approval. Tracks receipt of supplies and/or devices obtained through purchase order process and monitors department budget accordingly. Tracks and maintains purchase order payments to ensure appropriate allocation and reduction of purchase order account balance.
    • Performs additional duties and responsibilities as necessary or assigned.


    Knowledge, Skills and Abilities



    • Knowledge of the Privacy Act of 1974, HIPAA and Freedom of Information Act in regards to the patient’s right to confidentiality, and procedure for obtaining authorization for release of information from patient’s medical records.
    • Knowledge of processes for providing customer and personal services.
    • Knowledge of administrative and clerical procedures and systems.
    • Knowledge of eligibility requirements of IHS programs.
    • Knowledge of approved IHS document requirements needed for services.
    • Knowledge of current state laws concerning vital statistics records and birth/death certificates accuracy.
    • Ability to answer intelligently, tactfully and accurately those questions raised by patients.
    • Knowledge of interview techniques to be able to refer inquiries to the appropriate personnel.
    • Knowledge of medical terminology, accepted medical abbreviations, pharmaceutical terms, hospital terms and medical abstracts.
    • Ability to communicate both verbal and in writing.
    • Ability to listen and assess patients needs.
    • Ability to retrieve patient record information and data.
    • Ability to operate general computerized office machines and equipment.
    • Ability to deal effectively with the public and support staff.
    • Ability to use Windows based software in word processing and spreadsheets.
    • Knowledge of standard office procedures and filing systems.
    • Ability to work independently and efficiently.
    • Knowledge and compliance of privacy/confidentiality requirements.
    • Must be versatile and able to adapt to changing work assignments.

    Minimum Qualifications, Education and Experience



    Required:

    • High School Diploma, GED certification or equivalent
    • Two (2) years experience in general office and/or records management, preferably in a medical environment.
    • Must possess and maintain a valid, unrestricted New Mexico Driver’s License

    Licensing Status



    • Must be able to successfully pass a stringent background and character investigation in compliance with PL 101.630.
    • Will require a post-offer, pre-employment and random drug screening.


    Working Conditions



    • Work is performed indoors.
    • Work hours subject to change with overtime work required.
    • Subject to hazards which may cause personal bodily harm; smoke; diseases; cuts bruises, burns, common cold, influenza, dust, odors and elevated noise levels.
    • Tasks may be performed on uneven, inclined, hard and soft carpeted floors, cement structures and surfaces.
    • Duties may involve walking, standing for long periods of time, sitting and crouching.
