Emergency Management Specialist II

  • The purpose of this class is to provide technical expertise in all phases of emergency management to help ensure the smooth operation of assigned department.
    • Coordinate with the Emergency Management Coordinator to develop and revise emergency operations plan and annexes in accordance with federal, state, and local regulations.
    • Provide subject matter expertise to the Emergency Management Coordinator during EOC activation and emergency response situations.
    • Assist the Emergency Management Coordinator with setting policies, procedures, and strategic goals for every phase of emergency management.
    • Serve on various committees and represent Galveston County OEM at Regional, State, and National associations.
    • Assist in overall logistics management of emergency resources including equipment, supplies, and personnel to ensure readiness for disaster response and EOC activations.
    • Provide technical support and subject matter expertise to the County Grant Administrator for grant development and management.
    • Serve as primary liaison for the department in mitigation and recovery planning efforts with Regional, State, and National organizations.  
    • Research and review emergency management related doctrine, guidance, or literature of other regional and local emergency management departments to benchmark and determine best practices.
    • Direct the efforts of and supervise departmental staff, and assists with setting performance standards and accountabilities.
    • May serve in an ICS Command Staff role during an EOC activation for an incident.
    • Work proactively to cultivate a team approach with other Galveston County jurisdictional emergency management offices.
    • Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc.
    • Ability to communicate and present instruction to diverse small and large groups.
    • Perform other related work as assigned.
    • Education: Bachelor’s degree from an accredited college or university in a directly related field of study or an equivalent combination of education and experience.
    • Experience: Four (04) years in full-time, paid employment positions involving disaster preparedness, incident management, technical experience in administrative, project management, and program development supporting all phases of emergency management.
    • Preferred Experience: National Incident Management System (NIMS), FEMA Preparedness Cycle, Incident Command System (ICS) Command/General Staff functions, ICP/EOC management positions, or similar command, control, and coordination roles in emergency response.  
    • Knowledge and experience with Title 49 Code of Federal Regulations (CFR) and U.S. Department of Transportation (DOT), transportation placards, labels, and markings as well as NFPA 704 and NFPA 470 hazardous materials/weapons of mass destruction standard for responders.
    • Knowledge and familiarity with mitigation and recovery functions to effectively assist with reducing impact of disasters and building resiliency throughout our communities. 
    • Knowledge and familiarity with contracts and agreements to ensure effective response efforts and collaboration with community partners.
    • Knowledge and experience with using resource management and reporting systems such WebEOC, Electronic Tracking Network (ETN), iSTAT/pSTAT, and Workday. 
    • Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis.  
    Physical Demands/Work Environment:
    • The work is typically performed sitting at a desk or table or while intermittently sitting, standing, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects.
    Classification Requirement for Essential Employees:
    • This position is a Tier 1 essential employee position with specific responsibilities that must remain in the County at a designated location during an emergency. 
    Required Certifications and Licenses:
    • FEMA ICS-100, 200, 700, 800, 300, and 400
    Preferred Certifications and Licenses:
    • Certified Emergency Manager through IAEM (CEM/AEM), State of Texas (TEM), or other State Level Equivalent EM certification
    • FEMA Professional Development Series (PDS) and Advanced Professional Series (APS)
    • FEMA National Emergency Management Basic (NEMBA) or Advanced Academy (NEMAA)
