Lead Coordinator, Management of Change (MOC)

  • POSITION OVERVIEW

    The Lead Coordinator, Management of Change (MOC) reports directly to the Engineering Superintendent, Process Safety and will support all SPL Operation departments for MOC related activities. Under general supervision, provides guidance and assurance for an effective implementation of the MOC program at SPL. The Lead Coordinator, MOC will be the overseer of the MOC process and maintain the procedures, guidelines and tools for MOC management at SPL with a focus on continuous improvement. The Lead Coordinator, MOC helps ensure the MOC process receives appropriate attention, priority, management support and resources needed to function effectively. The Lead Coordinator, MOC works with the responsible department manager(s) to ensure that the change process is followed when applicable. The Lead Coordinator, MOC provides key quality review checkpoints within the MOC process and facilitates the post-change review processes where applicable.

     

    KNOWLEDGE

    Possesses a thorough understanding of Change Management with basic understanding of Natural Gas Liquefaction, LNG transportation, operations, storage, and loading. Has understanding of organizational structure and has ability to recognize changes that have the potential to trigger Change Management, including, but not limited to, business process, procedures, administrative or business systems. In addition, familiarity with the various applicable federal, state, and local agencies and applicable laws, regulations, codes, standards, and permits required to operate LNG terminals, including but not limited to:  DOT, OSHA, USCG, EPA, FERC, NFPA, and knowledge in emergency response operations, planning, techniques, and reporting.

     

    RESPONSIBILITIES AND ESSENTIAL DUTIES

    1. Oversees and manages MOC process and maintains the procedures, guidelines and tools for MOC management while continuously focusing on process improvement.
    2. Guides MOC owners with the overall implementation, management and execution of the MOC processes and provides subject matter expertise.
    3. Reinforces the local requirements of the MOC process from a technical management perspective.
    4. Provides technical support and expertise in MOC process execution. 
    5. Facilitates regular MOC status meetings, governance/ assurance and status management of MOC records, overdue actions, temporary MOC expiration dates, target completion dates, and close out dates.
    6. Chempions and reinforces Governance and Assurance requirements per the Cheniere MOC Standard and Procedure. 
    7. Manages MOC metrics reporting and performance measurement. 
    8. Monitors the MOC process performance and initiate improvements as required.
    9. Collaborates with MOC originator(s) to determine whether a proposed change must follow MOC guidelines 
    10. Oversees quality review of the proposed change definition before the change can move forward to evaluation.
    11. Facilitates selective audits of executed MOCs.
    12. Reviews each MOC and works with the MOC responsible parties\resources as needed to ensure each MOC is properly defined.
    13. Facilitates a closeout review session with the MOC owner to ensure all MOC activities are completed and all documents organized and stored appropriately.
    14. Ensures MOC owner and the responsible parties manage and track temporary changes and flag upcoming closeout requirements.
    15. Documents MOC performance measurement and help facilitate any needed adjustments to the SPL MOC process. This includes developing and producing reports and KPIs designed to maintain operating integrity and regulatory compliance.
    16. Participates in “completion” walk-downs and Pre-Start Safety Reviews as required.
    17. Carries out other duties as assigned.

     

    QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS)

    1. Education and Certifications:  Bachelor degree in Engineering or related field desired, or relevant years experience in lieu of degree.
    2. Experience: Minimum of 10 years of experience in industry setting with 7 years of management of change processes.
    3. Skills

      3. Organized and able to manage multiple activities and programs timely and with a high degree of accuracy.

      6. A thorough understanding of change processes and the impacts of change on facility assets and employees.
      7. Experience and knowledge of change management principles, methodologies and tools.
      8. Excellent listening skills.
      9. Ability to establish and maintain strong relationships.
      10. Ability to influence others and move toward a common vision or goal.
      11. Flexible and adaptable; able to work in ambiguous situations.
      12. Forward looking with a holistic approach.
      13. Organized with a natural inclination for planning strategy and tactics.

      15. Able to work effectively at all levels in an organization and with multiple departments.

      18. Familiarity with project management approaches, tools and phases of the project lifecycle.
      19. Experience with large-scale organizational change efforts.
      20. Must maintain a Transportation Worker Identification Credential (TWIC) in good standing status.

    FREEDOM TO ACT

    Lead Coordinator, MOC has a high degree of aptitude in their field and requires minimal supervision; must exercise discretion independently.

     

    WORK CONDITIONS

    • Job is performed in a typical office environment, but is subject to time pressures and constraints, and is often dependent on input from others.
    • Occasionally, work may be performed from home, after normal work hours or on weekends.
    • While performing the duties of this job, the employee will work indoors and outdoors, and be exposed to year-around weather conditions.
    • Specific vision abilities required include close vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
    • Required to pass regularly scheduled physical examinations mandated by regulatory authorities.
    • Required to obtain mandated certification by attending Company-sponsored training in basic first aid and CPR.
    • Subject to drug and alcohol testing, per applicable federal regulations or as required by Cheniere. Limited travel required, as business conditions dictate.
    • Must be able to board a ship via a gangway, climb to the top of a tank (200 steps), scale vertical steel ladder up to forty feet or more in height and lift and move objects weighting up to 50 pounds. While performing the duties of this job, the employee will work indoors and outdoors, and be exposed to year-round weather conditions, ocean environment, and noise. There is a considerable amount of outdoor activities involved.
