    Job Summary:

    The Charge Master Analyst will provide services at a federal facility in a Native American/American Indian community in various locations with the Billings Area IHS in Wyoming and Montana, including Browning, MT, Crow Agency, MT, Harlem, MT, Wolf Point, MT, Lame Deer, MT, and Fort Washakie, WY. This is a full-time position, requiring a 12-month commitment. Options for additional 12-month commitments are possible but are based on the client needs. There are 7 positions available.

    The Billings Area Indian Health Service (IHS) provides Public Health, Environmental Health, Health care services and community-based disease prevention services to more than 70,000 American Indian and Alaska Native (AI/AN) people in Montana and Wyoming. These services are delivered through six IHS-operated Service Units, two tribally-operated health departments, and five Urban Indian health programs, administratively supported by a regional office located in downtown Billings, Montana.

    Duties/Responsibilities:
    • Chargemaster services for inpatient and outpatient services, including but not limited to: Pediatrics, Podiatry, Physical Therapy, Pharmacy, Dental, Family Practice, Internal Medicine, Radiology, Laboratory, Emergency Department, Urgent Care, Obstetrical/Gynecology, Public Health Nursing, Nursing, Wound Care, Diabetes, Optometry, Ophthalmology, Audiology, Behavioral Health, Observation, Surgery, Tele-ED, Tele-Health, Specialty Clinics – Rheumatoid Arthritis (RA) Hypertension (HTN), Ears Nose and Throat (ENT), Dermatology, Dietician, Cardiology, et cetera.
    • Conduct onsite departmental interviews to identify the costs of the services provided to a patient by department within the service unit. This shall be done as a part of the chargemaster with the use of Indian Health Service cost information for the last 3-5 years. Develop and provide the tools necessary to capture and report all facility and professional services.
    • Provide chargemaster training to each department. Also provide the staff with the knowledge and tools needed to capture and bill for hospital (facility) services.
    • Quarterly chargemaster report management.
    • Business Office/Revenue Cycle Support; work with new staff on how to access and run reports, analyzing the data and interpreting the data from RPMS.
    • Fee Schedule Analysis: work with finance to develop a fee schedule pricing strategy for Fiscal Year 2023; conduct a fee schedule analysis of current fee schedule by comparing the current fees to Medicare’s fee data for physician services, medical services, lab, DME and drugs and apply where available; focus the review on high volume services that would have the greatest financial impact. Vendor will work with billings staff to pull (EOB’s) and Purchased Referred Care data to help determine appropriate rate settings for geographic area; work with staff to monitor payments on high dollar services to ensure the fees are priced appropriately and maximize legitimate reimbursement; support will include pricing in the fee schedule analysis and work with staff to determine if fees are appropriate for Billings Area and payer population.
    • Semi Annual Site Visit/Off Site Training and Audits: conduct a combination of on-site and off-site audits and trainings to each department including: Physicians, Nursing Staff, Coding Staff on regulations and service coverage requirements; Business Office Staff; Administrative Staff; Patient Registration Staff; Ancillary Service Staff; All Departments on the Use of charge tickets and importance of documentation to support billed charges; work with Service Unit and Area Office staff to identify training needs and develop a schedule for each site visit; provide a report of findings and recommendations following each site visit, audit or off-site training; work with staff to review templates to ensure documentation requirements are met for compliance and communicate recommendations and/or changes needed.
    • Maintenance and Updates: provide ongoing maintenance of the Chargemaster system including updating charge tickets annually or as needed, creation of new charge tickets as new departments/services are implemented and quarterly maintenance of the transaction code tables.
    Education and Experience:
    • 5 years of experience with Resource and Patient Management System (RPMS) and Electronic Health Records (EHR).
    • Must have and maintain a current driver's license
    • Must be able to pass a background check
    • Must have a current BLS/CPR certification

    • Able to frequently lift at least 30 lbs., reach, pull, push, bend, stoop, and kneel.
    • Must be able to withstand physical and emotional stress.
    • Requires long hours of standing and moving.

    Pre-employment Requirements
    • May be contingent upon passing a security clearance, background check, drug screen or credit check after acceptance of an offer and prior to beginning work, due to the nature of the services Chloeta provides.
    • Documentation from the provider’s physician or chief of staff that confirms they do not have any health problems (including disability, emotional stability, drug, or alcohol dependency) that might impair his/her ability to care for patients at time of application.
    • Ability to meet client facility requirements with regard to immunity for vaccine preventable diseases through documented disease, vaccination history, serology results, and/or any documented episodes of adverse events after vaccination.

        • Measles, Mumps, Rubella (MMR) - 2 doses or titer documentation.
        • Varicella (chickenpox) – 2 doses, titer documentation or history of varicella/shingles.
        • Tetanus, diphtheria, pertussis (Tdap/Td) - 1 dose of Tdap, then tetanus (Td) booster every 10 years thereafter.
        • Meningococcal
        • Documentation of annual TB test- may include Mantoux TB skin test (PPD). All new employees will require the 2 step TST. Acceptable lab testing: Quantiferon Gold or T-Spot test. For positive TB test results,
          please submit a copy of recent chest x-ray results.
        • Influenza - MANDATORY annual vaccination
        • Proof of vaccination again SARS-COV2, the virus that causes COVID 19

    Drug and Alcohol Testing

    To enforce Chloeta’s Drug and Alcohol Testing Policy, an employee or candidate could be subject to undergoing a drug screen and/or alcohol testing during or at the beginning of employment.


    Fair Credit Reporting Act (FCRA)

    Under the FCRA, Chloeta may request a credit check during the onboarding process. A written authorization form will be required before obtaining credit records.


    Emergency Response

    Every Chloeta employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official Duty Station, and may include duties other than those specified in the employee's official Position Description (PD). Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
