This role requires an active DoD TS/SCI clearance.
General Responsibilities : - To augment MCIA's Enterprise Multi-INT Collection Management capabilities in support of MCIA's S-2 Intelligence Directorate and the Marine Corps Intelligence, Surveillance, and Reconnaissance Enterprise (MCISRE). MCIA's regional and functional analysis divisions require multi-INT collection management support to assist all-source intelligence analysts with developing and executing multi-INT collection strategies.
- Create or refine multi-INT collection requirements to identify which collection platforms (e.g. GEOINT, SIGINT, MASINT, OSINT, HUMINT, TECHINT, etc.), INTs, and techniques are required to address the identified intelligence gaps.
- Create or refine Specific Intelligence Requirements (SIR) from analyst's Essential Elements of Information (EEI).
- Identify new collection opportunities that could assist with filling key intelligence gaps and appropriately submit EEIs/SIRs via appropriate collection requirement system.
- Research and identify standing collection requirements relevant to the analysts' intelligence requirements.
- Develop, implement, and maintain multi-INT collection plans in support of collection strategies.
- Compose and submit collection requirements via the appropriate collections requirement management database for national, theater, and tactical assets (e.g. CRATE, CHROME, OSCAR-MS, NSRP/UEE, GIMS, NMRS etc.).
- Track progress/collection satisfaction against the analysts EEIs/SIRs.
- In coordination with S-3/ECM, collaborate with collection managers and other stakeholders across the Intelligence Community (IC) to develop multi-INT strategies and coordinate activities across organizations as required.
- Coordinate with appropriate MCIA Enterprise Collection Management personnel to provide visibility and deconflict all collection requirement activities. S-3/ECM will be the conduit for all collection requirements originating from MCIA. S-3/ECM will conduct QC and push for validation.
- Coordinate with appropriate personnel to review and renew standing collection requirements prior to expiration.
- Participate in internal intelligence collection related meetings. When required and in coordination with S-3/ECM, participate in external intelligence collection related meetings, including but not limited to site visits in the National Capital Region (NCR).
- Submit daily and/or weekly multi-int collection reports on the current states of the operational environment in the context of the intelligence problem (e.g., current collection posture; key target characteristics such as range or urgency; battle space factors such as threat, terrain, or weather; and leadership guidance). Collection plans will list analyst EEIs and collection requirements submitted against those EEIs by intelligence discipline.
- Submit collection Requirement requests IAW MCIA Collection Requirement SOP.
- Submit weekly MCIA Collection Management Working Group.
- Participate in monthly Marine Corps Intelligence, Surveillance, Reconnaissance Enterprise (MCISRE) Collection Management Community of Practice activities.
- Attend quarterly site visits to various NCR IC/DoD units hosting collection management meetings.
- CONUS and OCONUS travel may be required but unlikely.
- Other duties as required.
Mandatory Skills Requirements: Bachelors Degree and at least 4 years of related experience. Additional years of experience can be substituted in lieu of degree. Related experience will include the following:
- Excellent communication skills.
- Ability to speak to a group and present/train findings.
- Proficient with Microsoft Office products to include Word, Excel, PowerPoint.
- Understanding of intelligence cycle
- Experience writing and editing clear, concise collection requirements.
- Duties require experience and expertise in using CRATE, CHROME, OSCAR-MS, NSRP/UEE, GIMS, NMRS, etc...
- Position requires personnel to have completed one or more of the following trainings:
- Formal collection management courses provided by DIA (Collection Management Basic Course (CMBC)
- Collection Management Intermediate Course (CMIC)
- The Navy-Marine Corps Intelligence Training Center (NMITC) Naval Collection Management Course (NCMC)
Other Skills Preferred: - Desired qualification includes J-26/DIA's Certified Collection Management Professional - Fundamentals (CCMP-F) certification.
- Knowledge of standard DoD and Marine Corps concepts, practices, and procedures. Familiarity with Navy/Marine Corps interoperability requirements is preferred.
- Knowledge of the defense acquisitions process.
