Chief Lending Officer

  • ESSENTIAL DUTIES AND RESPONSIBILITIES include, but not limited to, the following;

    • Integrates the credit union philosophy and operating principles and diligently promotes the credit union's service philosophy into work habits, processes, and service delivery systems.
    • Continuously looks for opportunities to promote products and service-usage to members that would benefit members and enhance their economic well-being.

    Real Estate Lending:

    • Manages and reports on In-House Portfolio Performance and origination pipelines – pricing, margins, and performance by product level. Ensures we are maintaining competitive rates (to include risk-based pricing), moving quickly with the market and our primary competition, and ensuring we are earning our desired margins on the portfolio.  Recommends adding or deleting products and programs from our in-house offerings, with recommendations substantiated with pro-formas and market information. 
    • Understands and underwrites to control the underlying risk within each loan product, scenario, and the market in general. Acts as an underwriter in situations requiring an override to underwriting rules.
    • Manages the funding pipeline, and sales to the FHLB / secondary market. Manages the repricing and recourse risk of each channel, ensuring maximum earnings and controlling rate / pricing discounts due to delays in processing, etc.
    • Ensure that mortgage production timeframes are kept to a minimum while ensuring loan quality.
    • Ensure compliant and timely administration of mortgage servicing functions.

    Consumer Lending:

    • Manages and reports on performance of the consumer, home equity and credit card portfolios. Ensures we maintain competitive rates (to include risk-based pricing), moving quickly with the market and our primary competition. Recommends adding or deleting products and programs, with recommendations substantiated with pro-formas and market information. 
    • Understands and underwrites to control the underlying risk within each loan product, scenario, and the market in general.  Acts as an underwriter on situations requiring an override to underwriting rules.
    • Understands and overseas consumer lending partners and services to include:
      • Risk Insurers (IE: State National),
      • Ancillary Product Providers (IE: Allied Solutions),
      • Quality Assurance Partners (IE: TENA),
      • Collection Partners (IE: Quad Corps).
      • Other third parties connected to consumer and real estate lending activities.
    • Manages relationships with a variety of external partners and vendors, either directly or through subordinate management.

    Commercial Lending:

    • Directs and manages commercial lending activity.  Establishes lending objectives, targets, strategies, and practices to achieve organizational financial growth and service goals. 
    • Seeks out new business opportunities and develops strategies to expand existing business.
    • Directs and manages the maintenance and servicing of existing commercial loan portfolio. 
    • Provides oversight and adheres to all regulatory requirements and internal risk and operating policies and procedures.

    Collections Management:

    • Measures and reports on delinquency by portfolio, qualitative factors, and ensures we manage to our budgeted charge-off targets. 
    • Oversees effectiveness of both in–house and outsourced collection activities and ensures we are employing the actions and activities to keep losses to a minimum.
    • Maintains knowledge and ensures compliance with current and forthcoming regulations.

    Other Essential Duties:

    • Manages the AVP of Credit & Underwriting to review Lending Policy as needed (at least annually) and recommend changes to be presented to the board of directors.
    • Maintains knowledge of and ensures compliance with current and forthcoming regulations in all aspects of lending and collections, to include our platforms, processes, loan forms and documents.
    • Works with Chief Retail Officer and Chief Financial Officer to ensure challenging but attainable budget targets for both loan production and portfolio growth.
    • Stays aware of those competitors on the cutting edge, and ensures our programs and processes are also cutting edge and keeping us ahead of the competition.
    • Understands and manages the processes of our internal and external lending platforms and ensures efficient processing and end-user output.
    • Is on the senior leadership team, and regularly attends and reports at board and committee meetings.

    SUPERVISORY RESPONSIBILITIES:

    The Chief Lending Officer manages AVPs engaged in mortgage fulfillment, underwriting, consumer loan servicing and collections and recoveries.  The Chief is responsible for carrying out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    QUALIFICATIONS

    Knowledge Of:

    • Real Estate Lending processes and portfolio management
    • Consumer lending process and portfolio management
    • Commercial lending processes and portfolio management
    • Regulatory and compliance related to lending and collections and best practices.
    • Secondary market sales, pipelines, funding, underwriting, processing and documentary criteria.
    • Best practices in collections and recoveries.
    • Ancillary insurance and reinsurance products and risk mitigation systems.
    • Risk models such as FICO Scoring, Retroactive Analysis, Financial Analysis, Portfolio Models.
    • Risk based pricing strategies and practices.
    • Product development and product-line management and measurement.

    Ability To:

    • Operate a PC using the following software applications Excel, Word, and Outlook
    • Operate the Credit Union’s financial software to access member accounts.
    • Lead and manage subordinate staff efficiently and effectively.
    • Manage multiple external vendor relationships.
    • Develop and write policies.
    • Present to groups
    • Develop financial projections and pro-formas.

    EDUCATION and/or EXPERIENCE:

    Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities, required to perform the job is acceptable.  A typical way to obtain the knowledge and abilities would be:

    Education

    • Bachelor’s degree in Finance, Management or equivalent

    Experience:

    • Minimum of five years’ experience in credit at a senior management level for a larger financial institution. 

    License or Certificate:
