    SUMMARY/FUNCTION :
    The Chief Academic and Innovation Officer is the district's research and design leader, responsible for identifying and scaling creative ideas that work throughout the district. Responsible for setting the vision, direction, and strategic plan for innovative models in schools and serving as the point-person for innovation initiatives throughout the district. Supports recruitment, selection, and evaluation of principals for innovative models, in addition to supporting identified innovation teams and communities through the unique phases of, start-up and expansion of schools and programs, as well as provides instructional management and communications support to schools. Collects, analyzes, and uses multiple sources of data, including research related to the design and implementation of new school models, to guide continuous improvement of schools.

    The Chief Academic and Innovation Officer (CAIO) is responsible for both improving and sustaining a culture of high academic excellence in all District schools. The CAIO will work collaboratively with all members of the Leadership Team to ensure coordinated planning and consistent implementation of the District's strategic plan and making certain that programs and priorities are focused on eliminating the achievement gap and improving student achievement.

    The CAIO will provide leadership to communicate system priorities and ensure collaborative work processes to effectively and efficiently utilize resources. The CAIO will oversee and monitor the implementation of systemic cross-functional strategic projects and initiatives, will provide support to the Education Professional Learning, serves as the point person for innovative initiatives throughout the district, and will monitor these projects and initiatives to ensure they lead to high student achievement.

    The CAIO will foster a work environment that is student-focused and results-oriented and one which places priority on student learning and performance. The CAIO has primary authority and accountability to implement a vertically aligned curriculum and assessment system, instruction, articulated system for professional learning, including PLCs, and supporting services. The CAIO leads the educational performance of the District through a clear vision and strategic direction for the District's curriculum, instruction, and school improvement initiatives; designs and implements professional development that provides educators with understanding of instructional best practice to ensure mastery of standards and articulates and ensures that the District's missions and goals are achieved as well as collaborating with other leaders around issues of instructional quality.

    As a member of the Cabinet, the CAIO will articulate to various local and state officials the District's strategic initiatives and alignment of programs. The CAIO will plan, direct, develop, coordinate and review system wide projects in curriculum development and related instructional and extracurricular services and is responsible for system wide services for all academic programs. The CAIO will work closely with the other members of the District Cabinet.

    Education/Certification/Requirements:
    • Master's Degree Curriculum, Teaching and Learning, Educational Leadership, Education Administration or related field required; Doctorate preferred but not required.South Carolina Mid-Management Certification, Principal, or Principal as Instructional LeaderCurrent South Carolina Teacher Evaluation and Support System CertificationValid Driver's License

    Experience:
    • Minimum of five (5) years successful administration experience in public schools.Minimum of 5 years of progressive experience with district level instructional systems including curriculum, instruction, research, assessment, and support services in a public school system.Experience in research related to the design and implementation of new school models.Experience working with elementary and secondary level schools and all programs.Experience in the alignment of written curriculum, instruction procedures, instructional practices, assessment practices, supervision practices, and personnel practices to achieve the most impact on the widest variety of students in the most efficient manner possible.

    KNOWLEDGE AND ABILITIES:

    Reporting to the Superintendent, the Chief Academic and Innovation Officer, at a minimum:
    • Provide educational and administrative leadership that builds and supports a high performance education team by inspiring, integrating, and aligning the academic work of the District;Provide leadership, advice, and assistance to the Superintendent in the planning for implementation and monitoring of Board direction, policies, district goals, and the Strategic Plan related to assigned responsibilities;Provide vision and strategic direction for the District's curriculum, instruction and school improvement initiatives, aligned with the long term strategy to improve student achievement and narrow the achievement gap between racial, ethnic and economic groups;Provide the required support to foster a culture that motivates teachers and administrators to perform at the level of excellence necessary to improve student achievement and close the achievement gap;Develop and maintain clear and inclusive decision-making processes to ensure integration of academic supports and services, as well as effective ongoing technical and operational management of the schools;Serve on cross-functional teams to provide educational and managerial leadership that builds and supports a high performance educational team, inspiring and aligning the academic work of the District;Supports reports in the planning for, monitoring of, and make recommends to the superintendent a department budget including personnel requirements, program expenses, and capital needs necessary to support a world-class learning environment;Lead, oversee, and conduct evaluations of assigned divisions and key program initiatives as a means of informing the Superintendent as to the effectiveness of District programming and recommendations for improvement;Lead the development of and monitor accountability systems and evaluation rubrics that are based on data-driven performance parameters; leverage data to inform strategic direction systems; coordinate the collection of real-time student assessment data and subsequent training for principals and teachers in order to use data effectively for local and state accountability;Monitor education research, trends, and developments to support school improvement efforts and program development; and fosters the sharing of high yield strategies and opportunities for collaboration within and among all levels;Provide leadership and program oversight for programs involved with Assessment and Accountability.Identify and implement effective curriculum and instructional policies and practices that maximize educational options that lead to improved achievement for all students;Proved oversight and leadership in the development, organization, and delivery of all curricular and instructional programs and services to ensure they are based on best practices and aligned with District and state standards and assessments;Provide leadership for the design and implement "best practice" instructional systems aligned to district priorities in conjunction with the Leadership Team to address both immediate and long-range District strategic priorities;Serves as a resource and advisor for the District's Program of Studies and interpret state and local policies related to credit, graduation requirements and the total instructional program; and helps to identify training needs and participates in developing staff training programs;Provide leadership and support for the development of a comprehensive system to support and equip Principals to be instructional leaders for their faculties and establish extensive training programs for teachers and administrators based on best practices, standards for effective instruction, and assessment, to prepare them for instructional leadership;Establish systems for reviewing and monitoring individual office budgets and expenditures to ensure that they are aligned with the strategic initiatives of the District and that resources are directed appropriately;Assist in the selection, training, development, and management of principals, teachers and professional staff;Evaluate principals and administrators as assigned;Assure that the District's academic philosophy, values, and mission are carried out in a manner which is conducive to innovation, positive thinking, accountability, and performance;Present information to the Superintendent, Board of Trustees, Cabinet, public groups, national, state and local officials;Represent the District, serves as a liaison to relevant matters with South Carolina Department of Education and assures that state, federal, and local standards and requirements are met;Serve as the district expert on innovative school models, new approaches to teaching and learning, and innovations to improve central office support for innovative models.Demonstrate awareness of the district and community needs and initiate activities to meet those needs.Use current enrollment and projected student growth to model anticipated capacity needs and align those findings with the district's innovation office.Support and ensure the integration of the district curriculum and instructional objectives at the campus level integrated with new and innovative teaching practices.Enable innovation by ensuring campus level procedures align with district policy and by proposing new policies and procedures necessary to support innovative schools.Identify the district high-performing school practices and, as relevant, encourage the implementation of the practices across schools across the district.Develop innovative data products to measure student' outcomes and performance.Ensure compliance with state data reporting requirements.Communicates the district's mission, Superintendent's initiatives, and board's goals as related to student achievement.Analyzes federal, state, and local program mandates required of the district for assigned program areas.Promotes appropriate use of assigned programs to further the education of students through collaborative and effective use of school policy.Oversees preparation and administration of budgets for programs and assigned departments.Keeps Superintendent abreast of critical issues and incidents within the district.Works collaboratively with senior staff to ensure aligned support and services to schools, while focusing on improved teaching and learning.Promotes an organizational climate that results in positive staff morale.Designs staff development programs in collaboration with other divisions and departments and aligned to innovative programs in the district.Responsible for timely, accurate, and quality information and accountability in areas of responsibility.Embraces and encourages acceptance of diversity.Plans, implements, and evaluates instructional programs with teachers and principals, including learning objectives, instructional strategies, and assessment techniques.Applies research and student data to determine effectiveness, improve outcomes, and recommend changes and adjustments where appropriate.Participates in the district-level decision making process to establish and review the district's goals and objectives and major classroom instructional programs. Ensure that goals and objectives are developed using effective collaborative processes and problem-solving techniques.Interprets and communicates program information to the board, administration, staff, stakeholders, and the public.Ensures administration is aware of developments and changes in state, federal, and local laws affecting education; ensures district implementation and compliance of policies established by federal and state law and State Board of Education rules.Attends board meetings, workshops, and retreats.Maintains a high degree of visibility within the community and school district.Supports the goals and objectives of the school district and follows all district policies.Demonstrates the ability to attend work on a regular and routine basis to avoid disruption to district operations.Demonstrates high level of independent, ethical, and professional conduct.Provides optimal customer service to all students, employees, parents, community members, and any other stakeholders of the district.Supports the district's social media efforts that highlight the hard work of our students and staff as well as increase communication with all stakeholders.Performs any other duties as directed by the Superintendent.

    LANGUAGE SKILLS:
    Ability to read and analyze, and interpret general business periodicals professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of administrators, staff, and the general public.

    MATHEMATICAL SKILLS:
    Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

    REASONING ABILITY:
    Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

    OTHER SKILLS and ABILITIES: Ability to apply knowledge of current research and theory in specific field.
