    General Job Description

    Under very limited supervision, manages and directs all Aircraft Rescue Firefighting (ARFF) functions. Reviews work of subordinates for completeness and accuracy. Manages the airport safety and training program for all Airport properties. Manages and monitors the Airport Emergency Plan and ARFF-related FAR Part 139 records’ compliance at Myrtle Beach International Airport. Heads incident command, acting as incident commander as needed. Manages and directs the Airport Emergency Operations Center (EOC). Plans and conducts training for airport staff, including tenants. Develops and maintains open working relationships with mutual aid agencies as well as direct working relationship with County Emergency Management department. Oversees/manages ARFF department budget, in coordination with airport Finance department. Reports to the Assistant Director of Airports.

    Duties for this Position
    • The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this description. • Evaluate and design workflow, processes, various emergency plans, as related to HCDA properties. • Oversee, evaluate, and monitor all training and education programs for all Airport personnel, e.g.: OSHA, Personnel Safety, Office Safety, and FAR Part 139. • Oversee and direct all airside operations, scheduling, and inspections of MYR to ensure FAR Part 139 compliance at all times. • Maintain accountability for training, standards, and compliance of entire ARFF staff pertaining to IAW FAR Part 139 for quality assurance of airport firefighting requirements including annual FAA inspection. • Evaluate and recommend changes in the Airport Certification Manual and the Airport Emergency Plan. • Oversee the supervision of ARFF personnel, ensuring index, workloads, schedules and staffing are maintained. May assist with supervisory duties including instructing, assigning, reviewing, and planning work of others, maintaining standards, coordinating activities, allocating personnel, selecting new employees, acting on employee problems, recommending employee discharges, and recommending and approving employee transfers, promotions, and discipline. • Oversees and reviews various records and reports including fire reports, EMS reports, training reports, inspection reports, shift logs, vehicle inspection forms, requisitions, incident reports, technical studies, patient records, billing invoices, insurance forms, lab reports, job applications, performance appraisals, and other correspondence. • Independently develops, implements, and periodically reviews emergency management plans. • Analyzes and reviews industry best practices and procedures to develop recommendations for improvement of prevention, preparedness, response, recovery and/or mitigation activities related to the airport. • Is available for 24-hour on-call response during emergency situations to perform emergency management and/or ARFF related duties. • Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management, and airport issues and problems of varying complexity. • Facilitates continual training of assigned firefighters with department training personnel, representatives of HCDA, and with other agencies to maintain employees’ training as required by the Federal Aviation Authority (FAA) and other governing agencies. • Represents the HCDA in various job-related organizations/working groups. • May be assigned management responsibilities on a limited basis for certain functions, units or programs. • Maintains active Fire Instructor credentials with the South Carolina Fire Academy (SCFA) and periodically teaches SCFA as needed and available. • Prepares, edits and revises department policy and procedure manuals. Responds to correspondence, requests for information, etc., as assigned by the Deputy Director or Director of Airports. • Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management and airport issues and problems of simple to medium complexity.
    Position Minimum Requirements
    • Requires a bachelor’s degree in fire science, fire administration, public administration, emergency management or related field supplemented by ten years of experience in ARFF with five or more as a Chief officer or equivalent combination of education and experience. • IFSAC/ProBoard Aircraft Rescue Firefighting (ARFF) • IFSAC/ProBoard Fire Officer IV • NIMS/ICS 300/400 • National Registry Emergency Medical Technician (EMT) • AAAE Airport Certified Employee (ACE) - Operations. This position requires the ability to traverse irregular terrain periodically. Physical effort in non-emergency or non-training environments would normally consist of remaining stationary but becomes extremely strenuous and demanding on the emergency scene. Employee must possess the following: ability to safely operate and position self to utilize various tools and equipment while wearing protective equipment in hazardous environments and atmospheres; must be capable of perceiving and identifying varied colors in the color spectrum in order to identify different symbols and color conditions at the scene of emergencies; auditory capacity consistent with NFPA Standard 1001; must be able to observe, identify, organize, and present information in written and oral formats.
