  • SUMMARY

    The Chief Financial Officer (CFO) is the Tribal Governmental focal point for financial planning, control, and execution. The CFO is primarily responsible for the design, implementation and operational oversight of the Tribal Governments financial systems, functions and controls for all resources of the Tribal Government. The CFO is also responsible for ensuring adequate internal controls are established to safeguard the assets of the Tribe.

    MINIMUM QUALIFICATIONS

    • Bachelor's Degree in Accounting or Finance
    • Must demonstrate at least three (3) years' experience in leading a team in an accounting related field.
    • Must have at least three (3) years of governmental accounting
    • Must have a valid unrestricted driver license and be insurable by the GTB insurance carrier.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Direct the financial operations and supervision of accounting, payroll, purchasing, property, investments and debt
    • Review, revise, and administer financial accounting and reporting systems to ensure adequate recording, reporting, and effective fiscal internal
    • Develop and recommend policies and procedures for recording financial information and improving accounting
    • Ensure proper accounting procedures are periodically reviewed and properly implemented. Working knowledge of GAAP, and comprehensive understanding of GASB along with other technical accounting standards.
    • Coordinate annual external audit as required by 2 CFR Part 200, Subpart F.
    • Monitor and ensure compliance with all applicable laws and
    • Review, revise and implement tribal financial investment policies and
    • Prepare, submit, and negotiate the annual Indirect Cost
    • Prepare and implement the annual tribal government
    • Allocate and re-program resources within the Office of Management & Budget Department as required to accommodate changing
    • Establish accountability and responsibility within department and achieve an equitable distribution of appropriate organizational resources through changes in the structure and alignment of
    • Redefine and prioritize departmental requirements and
    • Approve internal policies and operational changes within authority
    • Arrange meetings with supervisors and Tribal Council to determine and coordinate the implementation of plans designed to meet departmental goals and
    • Assess the value of services and achievement of program goals and objectives through visits and discussions with Tribal Council and other interested
    • Perform regular, detailed audits to ensure accuracy in financial documents, expenditures and investment.
    • Oversee ledger reconciliation and manage accounts payable/receivable.
    • Participate in budgeting processes, monitor bookkeeping activities
    • Must organize and update financial records as needed (digital and physical), analyze transactions and prepare
    • Review and negotiate loan and lease
    • Assist in the review and negotiation of contracts and contractual
    • Ensure the processing of the HUD LOCC
    • Is responsible for dealing with any IRS and State Payroll reports or payment
    • Responsible for submitting RTM monthly changes to the State of Michigan and processing the annual RTM letter for the tax
    • Establish necessary internal controls and safeguards to protect Government-owned resources against fraud, waste, and
    • Serve as acting Purchasing Manager when Purchasing Manager is on
    • Assist staff on preparing departmental actions that ensure uniformity and consistency in carrying out policy and operational
    • Adhere to sound business principles in managing activities that generate income; monitor internal controls in all activities to maintain financially stable
    • Ensure that departmental budgetary goals are achieved providing programs that are cost effective and, insofar as possible, financially self-sufficient.
    • Participate in negotiations with BIA & IHS to secure the tribal share of annual funding via the annual funding
    • Ensure that grant report submission activities of the Grant Management Staff are accurate; to assure that the grantor financial reports conform to GTB program financial
    • Ensure that a monitoring system is being maintained that assures all narrative and financial reports are submitted to the appropriate funding agency by the prescribed deadlines
    • Assist in determining the annual allocation of BIA and IHS Self-Governance compact funds to individual programs for each fiscal year
    • Serve as Acting Revenue Director.
    • Participant in the Emergency Management Program and update Emergency Action Guidelines (EAG).

    EDUCATION and/or EXPERIENCE

    • Bachelor's Degree in Accounting or Finance
    • Certified Public Accountant (CPA) preferred.
    • Must have working knowledge of GAAP, and comprehensive understanding of GASB along with other technical accounting standards.
    • Work experience in Native American Tribal Governments preferred.

    WORKING CONDITIONS

    A good deal of work is performed in an office environment, but it is important to realize that some of the work is on the floor and in the offices of the various properties and that you are expected to go on-site on a regular basis.
