We are seeking experienced applicants for the role of Boiler Plant Chief at the Chelsea Soldiers’ Home. Our ideal candidate will possess a First Class or higher Stationary Engineers License, based on the standards established by the Massachusetts Department of Public Safety and pursuant to Chapter 146 of Massachusetts General Laws.
Duties and Responsibilities (these duties are a general summary and not all-inclusive):

Maintain a Utilities Management Program designed to assure reliability, assess risk and respond to failures, and trains users and operators of utility system components.

Develop energy conservation strategies to optimize cost-effectiveness in the consumption of fuel.

Schedule repairs and maintenance on plant equipment and operating systems.

Oversee HVAC management, and chilled water plant systems to optimize efficiencies and integrate HVAC operations within the Boiler Plant.

Requisition and verify receipt of equipment, fuel, and supplies.
-
Responsible for the maintenance and operation of all emergency power systems.

Responsible for the implementation of a comprehensive Preventive Maintenance Program encompassing plant ops and utility management.

Maintain and update the Departmental Soldiers’ Home Emergency Preparedness Plan and make regular reports to the Environment of Care Committee.

Perform monthly load testing and recording of generators.
-
Conduct weekly run, testing, and recording of Fire, Domestic and High-Volume pumps.

Oversee all medical gas and oxygen systems.

Maintain a water management plan.

Responsible for preventive maintenance and operations of all air compressors.

Support any after-hours building needs and activities as required.

Interfaces with all inspectors regarding assurance and compliance to all such matters.

Other duties may be assigned at any time.

About the Soldiers’ Home in Chelsea:
The Soldiers’ Home in Chelsea is a Joint Commission accredited inpatient veterans' facility owned and operated by the Commonwealth of Massachusetts. It is an independent State agency that organizationally reports to the Department of Veterans Services.
The Soldiers' Home addresses the needs and provides support to approximately 350 veterans 24 hours per day, 7 days per week. Medical, nursing, and clinical support are given to those residents residing in the Long-Term Care Facility.
The residential units support veterans who are living independently but receive services and programs ranging from psychosocial and social work and receive transitional assistance, education, work, and outreach programs.
The resident population is generally categorized into the following categories: Alzheimer's, Long-Term Care, and Domiciliary.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative, or managerial experience in business administration, business management, or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

A Bachelor's degree with a major in business administration, business management, or public administration may be substituted for a maximum of two years of the required (A) experience.*

A Graduate degree with a major in business administration, business management, or public administration may be substituted for a maximum of three years of the required (A) experience.*

A Bachelor's or higher degree with a major other than in business administration, business management, or public administration may be substituted for a maximum of one year of the required (A) experience.*
- Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
